Commissioner Jackson called the meeting to order at 10:00 a m., determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
None
PRESENTATION
Commissioner Fund made a motion to approve a proclamation recognizing Lewis County
Valedictorians&Salutatorians. Commissioner Stamper seconded.
Commissioner Fund read the proclamation into the record
Valedictorians and Salutatorians introduced themselves and gave a brief statement on their future
plans
Commissioner Fund made a motion to approve a proclamation recognizing the 2019 Adna Fastpitch
team Commissioner Stamper seconded
Commissioner Jackson read the proclamation into the record
The team introduced themselves and discussed their positions on the field
Commissioner Fund made a motion to approve a proclamation recognizing the 2019 Adna Boys Track
team Commissioner Stamper seconded
Commissioner Jackson, read the proclamation into the record
The team introduced themselves and discussed their positions
Motion passed 3-0.
Danette York introduced the new CEO of Valley View, Gaelon Spradley Mr Spradley provided an
overview of his work experience and where Valley View is going in the future He also discussed the
location of current Valley View clinics.

NOTICE ITEM
Commissioner Stamper made a motion to approve Resolutions 19-154. Commissioner Fund seconded
Josh Metcalf, Director of Public Works, spoke to the resolution This resolution will approve the call for
bids for a new Total Station and Data Collector for the Public Works Survey Division as part of the 2019
FEMA equipment purchases
Motion passed 3-0
CONSENT ITEMS
Commissioner Fund made a motion to approve minutes from the May 20,2019, meeting as well as
Resolution 19-155. Commissioner Stamper seconded
Resolution 19-155 Approval of warrants/claims against the various county departments
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 814,551
814,826, 814,876-814,969 and Direct Disbursements numbered 542, 554, 556, 557, 596,683, 684 (379
regular warrants) issued May 17 30, 2019 are approved for a total payment against the County in the
amount of$767,477 60
Suzette Smith summarized the process of issuing warrants for the high school students in attendance

DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 19-156 through 19-158 Commissioner
Fund seconded.
Resolution 19-156
Danette York, Director of Public Health and Social Services, spoke to the resolution Funds will be used
to assist with rental costs of homeless families and pay the salary of one full time equivalent position
providing outreach and case management services This extends contract through April 30, 2020 and
adds$141,067 50 in funding Funds come from the Department of Housing and Urban Development

Wayne Whiton, Risk and Safety Administrator, spoke to the resolution He highlighted several points in
the plan such as the programs already being provided by the county and the Safety Committee

Josh Metcalf, Director of Public Works,spoke to the resolution The City of Centralia has requested
that Lewis County crews complete maintenance chip sealing work on certain roads within their
jurisdiction, at an estimated cost of$44,994.44, which includes labor materials and equipment, plus an
administrative fee of$2,249 72, making the total $47,244 16

HEARING
Ordinance 1302
Commissioner Jackson introduced the hearing
Eric Eisenberg, Lewis County Chief Civil Deputy Prosecutor, gave the staff report.
Commissioner Jackson asked if there were any questions
Commissioner Jackson then closed the question and answer portion of the hearing
Matthew Brock, Water District 2 resident, noted a concern of the well drilling around his property and
the aquifer
Commissioner Stamper asked several follow up questions
Mr Brock stated there has been five other wells drilled near his property
Eric Eisenberg asked that their previous comments be adopted into the record
Commissioner Jackson asked if anyone wanted to speak for or against the resolution
There was no public testimony
Commissioner Jackson closed the hearing
Commissioner Fund made a motion to approve Ordinance 1302 Commissioner Stamper seconded
Motion passed 3-0.
GOOD OF THE ORDER
Commissioner Fund discussed an agro tourism event which happened the previous weekend She also
noted last Friday she was able to tour the new Centralia School District buildings
Commissioner Jackson discussed a recent trip to the city of Longview to meet with officials to use Lake
Sacajawea as an example to develop a plan to develop Lewis County's South County pond

The BOCC Business Meeting adjourned at 10:45 a m , with the next Business Meeting scheduled for
10 a m Monday,June 10, 2019, in the Commissioners' Hearing Room (Room 223)
