Commissioner Jackson called the meeting to order at 10.01 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
Judy Bell of Centralia said there is a lack of trust regarding the Timberland Regional Library (TRL) She
said TRL has responded that it is "a policy board," not anything beyond that Judy said she would like the
TRL board members to add job descriptions to TRL's website
Peggy Barth said the TRL board was complacent for too long and needs to step up its oversight of
administrative behavior She said it's unclear who has that oversight She said the TRL board needs to
ensure tax dollars are used to serve the rural areas they represent
Hal Blanton discussed the recent Lodging Tax Advisory Committee (LTAC)visit
Bob Guenther of Chehalis thanked the commissioners for their attendance at what he called the first
pipeline meeting He also discussed a recent virtual reality presentation at one of the area schools
STATE OF THE LIBRARY PRESENTATION
Timberland Regional Library (TRL) Director Cheryl Heywood gave a presentation on the 2018 state of the
TRL She said some highlights of 2018 included
• The Veterans History Project, which includes recordings of 170 veterans' stories
• The "Explore our Timberland" outreach program
• The opening of a kiosk at Hawkes Prairie
• The Hoquiam library's$1 million renovation
• A new checkout program for the most popular collections
• Work with local colleges
• Partnerships on English as a Second Language programs
• The kickoff of the new strategic plan
Cheryl said the 2018 annual report is available online

Cheryl thanked Mary Prophit for her work on the pop ups on the east end
Cheryl said the Strategic Planning Committee will meet June 21 to begin discussion about the strategic
plan
Commissioner Fund said she would hopes the Board will reinstate the word "rural" in its mission
statement She also urged the libraries to ask patrons to use the Test It app to test internet strength.
Cheryl also discussed PacMtn and WorkSource
Cheryl said TRL is saving money through attrition She said TRL has saved $185,000 in the first three
months of the year through attrition She noted that the Winlock library manager position was left
unfilled
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the June 3, 2019, meeting as well as
Resolution 19-159 Commissioner Fund seconded
Resolution 19-159 Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 814989 through
815343 and direct disbursements 812, 826, 853, 864,875 through 877, 879 through 892, 894, 897
through 902, 935, 940 and 941 were issued the week of May 31 for payments against the county
totaling$753,785 95 She payroll/benefit warrants 795269 through 795344 and automatic deposits 1-
592 also were approved for payments against the county totaling$3,790,037 88 (one warrant was
voided and reissued with a new number) Suzette noted a skip in sequence for warrants 814970 through
814988, which were issued on behalf of Special Purpose Districts
Motion passed 3-0.
DELIBERATION ITEM
Commissioner Fund made a motion to approve Resolution 19-160. Commissioner Stamper seconded
Resolution 19-160•Approve interlocal agreement between the City of Vader and Lewis County for
District Court services
DPA Amber Caulfield spoke to the resolution She said the agreement will streamline municipal court
proceedings for the city
Motion passed 3-0.

Commissioner Stamper said Winlock will hold its Egg Days festivities over the weekend
Commissioner Fund said Chef's Night Out and the Barn Bash are planned for June 14
