LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes June 17, 2019 Present. Commissioner Jackson, Commissioner Stamper, Commissioner Fund Recorder. Rieva Lester Commissioner Jackson called the meeting to order at 10:02 a m., determined a quorum and then proceeded with the flag salute PUBLIC COMMENT Bob Guenther said the state has earmarked $300,000 to grow poplar trees for a biofuel project He said the Transalta committee and 09 committee also have identified potential funding HONORING LEWIS COUNTY FIRE DISTRICTS 1,8 AND 20 The commissioners honored members of Lewis County Fire Districts 1, 8 and 20,for their recent Washington State Fire Fighters' Association awards • LCFD 1• Kathy Kassel (EMS Provider of the Year) • LCFD 8 LCFD 8 (Fire Station of the Year) and Jeannette Wood (Support Person of the Year) • LCFD 20. Captain Rex Dobbins (Officer of the Year) NOTICE ITEMS Commissioner Fund made a motion to approve Resolutions 19-161 and 19-162 Commissioner Stamper seconded Resolution 19-161•The temporary closure of Middle Fork Road to all through traffic Martin Roy, Real Estate Services Manager, spoke to the resolution He said the county will close a portion of Middle Fork Road as it replaces a culvert He said a detour route will be in place Resolution 19-162 Issue a Request for Proposals(RFP)for annual cultural resources professional services consultant for projects including Federal Highway Administration (FHWA)funded projects and Lewis County Transportation Improvement Program (TIP) projects Proposals are due to Lewis County Public Works by 1 p.m June 28, 2019 1 Josh Metcalf, Director of Public Works,spoke to the resolution Motion passed 3-0. CONSENT ITEMS Commissioner Stamper made a motion to approve minutes from the June 10,2019, meeting as well as Resolution 19-163 Commissioner Fund seconded Resolution 19-163•Approval of warrants/claims against the various county departments Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 815372 through 815564 were issued the week of June 7 for payments against the county totaling$656,134.68 She noted a skip in sequence for warrants 815344 through 815271, which were issued on behalf of Special Purpose Districts Motion passed 3-0. DELIBERATION ITEMS Commissioner Fund made a motion to approve Resolutions 19-164 through 19-168. Commissioner Stamper seconded Resolution 19-164. List the bids received and contractor selected for the re-skinning of the Solid Waste Household Hazardous Waste facility Steve Skinner, Solid Waste Manager, spoke to the resolution He said the resolution involves installing the fabric on the "Hazo Hut." He said Five Rivers Construction submitted the winning bid of$52,947 67 Commissioner Jackson noted the county saw considerable savings by reskinning rather than replacing the facility Resolution 19-165• List the bids received and contractor selected for landscaping services for countywide mitigation sites. Josh Metcalf, Director of Public Works, spoke to the resolution He said the bid request was made May 22 and that the county received three bids He said Washington Vegetation Management Services submitted the lowest responsive bid of$36,904.46 He noted that he total was slightly less than the engineer's estimate, which totaled $37,778.04 2 Resolution 19-166- List the bids received and contractor selected for the Logan Hill Road Slide Repair Project Josh Metcalf, Director of Public Works, spoke to the resolution He said Steele Trucking submitted the lowest responsive bid of$409,418 12 He noted that it was slightly higher than the engineer's estimate of$411,403 Resolution 19-167. Establish procedures for providing indemnification and defense of county officers and employees. Deputy Prosecuting Attorney Cullen Gatten spoke to the resolution Resolution 19-168 Restrict outdoor burning throughout lands regulated by Lewis County Lee Napier, Director of Community Development, spoke to the resolution She said burn permits no longer will be issued but that certain recreational fires, such as campfires, are still allowed Motion passed 3-0 GOOD OF THE ORDER Commissioner Fund praised the weekend's Egg Days, Music in the Park, Barn Bash and Chef's Night Out events Commissioner Stamper and Commissioner Jackson also praised Winlock's Egg Days efforts Peter Lahmann invited the audience to the June 27 opening of the Armistice Day exhibit Commissioner Fund invited the audience to the June 20 Borst Avenue ribbon-cutting event ADJOURNMENT The BOCC Business Meeting adjourned at 10:32 a m , with the next Business Meeting scheduled for 10 a m Monday,June 24, 2019, in the Commissioners' Hearing Room (Room 223) Please note that minutes from the BOCC Business Meeting are not verbatim A recording of the meeting moy be purchased at the BOCC office, or video footage can be viewed at no charge at LewisCountyWa.gov/bocc-meetings.
