Commissioner Jackson called the meeting to order at 10.03 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
Dennis Jasmer of Randle said the Randle community doesn't know where to start in its effort to stop the
creation of the Crystal Geyser water plant Commissioner Stamper said he will contact the Department
of Ecology to determine whether Crystal Geyser has water rights
Steve Jasmer thanked the Commissioner Stamper and County Manager Erik Martin for their attendance
at the Randle community's upcoming meeting regarding Crystal Geyser
Linda Wood of Randle said she opposes the proposed Crystal Geyser plant She said she also is appalled
that the Lewis County Economic Development Council provided guidance to encourage Crystal Geyser's
efforts She asked why the group was not discouraged from further exploring Lewis County as a
potential site
Don Welever of Randle said his home and well are located near the proposed plant He said his well
would be at risk of drying up He also discussed concerns with the traffic and noise the plant would
create He asked why the county cannot just say no to any possible permit requests
Leah Bagwell of Randle discussed her concerns about the proposed plant She said she would be able to
see it from her home, and she said she also fears the proposed plant would dry up her well She
questioned why a traffic study was performed nearby
Public Works Transportation Planner Mike Kroll said the county installs 11 traffic counters throughout
the county every week He said the selection of the road Leah Bagwell asked about was completely
random and not connected to the proposed plant
Jim Merhaut of Randle said he supports his community's efforts to block the creation of the proposed
plant Jim also discussed his concerns regarding a property that has code violations in that it several
people living on the property without septic services regarding case No CE1800297
Mary Kay Nelson of Chehalis said the White Pass Scenic Byway is launching a new website She said the
group recently held its hospitality training courses, an effort that was support by lodging tax funds She
said the South Cascades Loop and outdoor recreation projects also are ongoing Mary Kay said the

Chehalis-Centralia Railroad Association has logged more than 700 hours of service per month to restore
the 103-year-old locomotive Mary Kay also invited the commissioners and the public to the July 31
Build Up Steam event
CONSENT ITEMS
Commissioner Fund made a motion to approve minutes from the June 17, 2019, meeting as well as
Resolution 19-169 Commissioner Stamper seconded
Resolution 19-169 Approval of warrants/claims against the various county departments
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 815639 through
815857were issued the week of June 14 for payments against the county totaling$619,537 13 She said
warrants numbered 795345 through 795583 also were approved for payments against the county
totaling$282,091 Suzette noted a skip in sequence for warrants 815565 through 815638, which were
issued on behalf of Special Purpose Districts
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 19-170 through 19-172 Commissioner
Fund seconded
Resolution 19-170.Approve an amendment to an agreement between Lewis County and the
Washington Initiative for Supported Employment
JP Anderson, Interim Director of Public Health and Social Services, spoke to the resolution He said the
amended agreement would fund training for community members and provide technical assistance for
eligible persons with developmental disabilities who are experiencing barriers to employment He said
the resolution adds$9,000, pushing the total to$82,000 Community Health Services and Contract
Coordinator Sara Sons said 92 people over the age of 21 receive the services from the county
Resolution 19-171.Approve a task assignment pursuant to Interlocal Agreement 05-200 between
Lewis County and Tacoma Power regarding work by county crews and authorizing signatures thereon
Mike Kroll,Transportation Planner for Public Works, spoke to the resolution He said the agreement
would allow county services to provide chipseal work near Riffe Lake on the east end of the county

Resolution 19-172•Approve the eighteenth supplement to a Personal Services Agreement between
Lewis County and West Consultants Inc.
Lee Napier, Director of Community Development, spoke to the resolution She said the new agreement
relates to the early warning flood system She said a gauge is being replaced
Motion passed 3-0.
GOOD OF THE ORDER
Commissioner Fund thanked County Manager Erik Martin for representing the county at the recent
Borst Avenue ground-breaking ceremony
Commissioner Jackson discussed work on Borst Avenue and said he's excited to see how the project
turns out He also discussed his weekend camping trip at Riffe Lake
Ron Averill said the Borst Avenue work dates back to 2006 Commissioner Fund said it was discussed
more than 40 years ago when the high school was constructed Ron touched on the replacement of the
river gauge
Peter Lahmann invited the commissioners and the public to Armistice Day meeting later in the day, the
opening of the Armistice Day exhibit on June 27 and Summerfest on July 4 He also discussed an
upcoming Pacific Mountain Workforce Development Council (Pac Mtn ) meeting
