July 1, 2019
Present Commissioner Jackson, Commissioner Stamper, Commissioner Fund
Recorder Rieva Lester
Commissioner Jackson called the meeting to order at 10 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
Steve Jasmer read from the county's policies regarding natural resource lands He urged the
commissioners to write to Crystal Geyser representative Page Beykpour to tell the company that Lewis
County doesn't want its proposed water-bottling plant
Ray Motichka of Peters Road voiced his opposition to the proposed Crystal Geyser plant He shared well
logs with the commissioners
DarIle Bullock of Klein Road voiced his opposition to the proposed Crystal Geyser plant He said he and
his family need the water for their farm
Linda Wood thanked Commissioner Stamper and Erik Martin for attending the previous week's
community meeting in Randle She asked that the commissioners ask EDC Executive Director Matt
Matayoshi for more information about the proposed Crystal Geyser plant during the EDC meeting later
in the day She discussed an application Crystal Geyser submitted to Ecology
Dr Craig Uren voiced his opposition to the proposed Crystal Geyser plant He shared concerns about the
possible depletion of the aquifer and the possibility of sinkholes
Zora DeGrandpre voiced her opposition to the proposed Crystal Geyser plant She discussed her
concerns with the depletion of the aquifers as well as the potential effect on tourism and the effect on
forests
Craig Jasmer discussed Crystal Geyer's permit submitted to Ecology, which he said is contingent on the
county's approval He said Ecology indicated Lewis County has the option to tell Ecology that the water-
right permit would not be in the county's best interest
Don Welever thanked Commissioner Stamper for attending the recent community meeting He urged
the county to say no to the proposed plant He thanked Commissioner Stamper for his opposition to the
proposed plant He asked that Commissioner Jackson and Commissioner Fund share their stances
publicly He also asked which entity holds the reins of the Growth Management Act

Commissioner Jackson thanked the group for researching the topic, presenting their questions
thoughtfully and being respectful
NOTICE ITEMS
Commissioner Fund made a motion to approve Resolutions 19-173 through 19-179 Commissioner
Stamper seconded.
Resolution 19-173• Notice of hearing for Ordinance 1305,which would revise Lewis County Code 3.30
regarding surplus property The hearing will begin at or after 10 a.m. Monday,July 22, 2019, in the
Commissioners' Hearing Room
Deputy Prosecuting Attorney Amber Caulfield spoke to the resolution She said the code would be
updated regarding the disposition of surplus property measuring one-half or fewer acres
Resolution 19-174 Notice of the temporary closure of Logan Hill Road to all through traffic
Martin Roy, Real Estate Services Manager for Public Works, spoke to the resolution He said the county
will be repairing a slide area and that the area will be closed to all through traffic from July 15 to Aug
30, 2019
Resolution 19-175. Call for bids for one tilt-utility trailer Bids are due to the Clerk of the Board by
11 a.m.Tuesday,July 23, 2019.

Resolution 19-179.Call for sealed bids for the Silverbrook Road improvements project. Bids are due to
the Clerk of the Board by 11 a.m Tuesday,July 23,2019.
Josh Metcalf, Director of Public Works, spoke to the resolution He said the FEMA funded project will
protect the sole detour route for Highway 12 by raising a portion of it about the 100 year flood
elevation
Motion passed 3-0.
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the June 24, 2019, meeting as well as
Resolution 19-180. Commissioner Fund seconded
Resolution 19-180.Approval of warrants/claims against the various county departments
The commissioners thanked Amanda Migliaccio for her 11 years of service to Lewis County Amanda,
representing the Auditor's Office, said warrants numbered 815904 through 816165 were issued the
week of June 21 for payments against the county totaling$762,659.29. Amanda noted a skip in
sequence for warrants 815858 through 815903, which were issued on behalf of Special Purpose
Districts
Motion passed 3-0
DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 19-181 through 19-186 Commissioner
Stamper seconded
Resolution 19-181 Ratify contract amendments with Pictometry International Corporation over
$40,000 for an active Public Works project.
Josh Metcalf, Director of Public Works,spoke to the resolution He said the resolution reflects two
amendments to the county's agreement with Pictometry for aerial photography

Resolution 19-182 List the bids received and contractor selected for the purchase of a survey total
station and data collector
Josh Metcalf, Director of Public Works, spoke to the resolution He said the call for bids was issued June
3 He said the county received one bid—a 33,627 13 bid from Frontier Precision He said Public Works
recommends awarding the bid to Frontier Precision
Resolution 19-183 Reappoint Gary Graveline and William Anholt and appoint George Dodd as regular
members to the Veterans'Advisory Board (VAB)through June 30,2021,and appoint William Marshall
to fill an unexpired term through June 30, 2020.
J.P.Anderson, Interim Director of Public Health and Social Services, spoke to the resolution He also
introduced Heidi Palmer, the new Veterans' Community Outreach representative Heidi, who served six
years in the Army, discussed her military background
Resolution 19-184 Authorize the Director of Community Development to sign Voluntary Stewardship
Program contract.
Lee Napier, Director of Community Development, spoke to the resolution She said the contract will
provide up to $240,000 for the 2019-21 biennium
Resolution 19-185•Approve an interlocal agreement between Lewis County and the Lewis County
Conservation District
Lee Napier, Director of Community Development, spoke to the resolution She said the Lewis
Conservation District will provide technical assistance related to the Voluntary Stewardship Program
Resolution 19-186.Approve interlocal agreement with Riverside Fire Authority(RFA)for fire
investigation services for the unincorporated areas within the service boundaries of RFA
Lee Napier, Director of Community Development, spoke to the resolution She said Riverside Fire
Authority(RFA)will provide fire investigation services in its service areas within the unincorporated
areas of Lewis County on an as requested basis
Motion passed 3-0.
ANNOUNCEMENTS
Commissioner Fund discussed the Styger Family Dairy Farm's recent 100th anniversary celebration
Commissioner Stamper discussed the recent Buffalo Nickel tour

Commissioner Jackson discussed the recent event to kick off the new Armistice Day exhibit He also
discussed two farmers' markets he visited over the weekend
Ron Averill of Centralia thanked the commissioners for their support for the VSP and the Conservation
District He said the Farm Bureau will meet July 3
Peter Lahmann said the Armistice Day exhibit will be on display through November He invited the
public to the July 4 Summerfest event He also invited the group to the July 14 pie social at the Claquato
Church
Commissioner Fund thanked Peter—and the museum—for his efforts Peter said he'd like to see school
tours of the meeting
Commissioner Fund said the commissioners will be attending two parades on July 4, including
Centralia's Summerfest as well as the parade in Pe Ell
