Justice Treatment Account(CJTA) Panel ) RESOLUTION No. 19- 1 61 4
and appointing members )
WHEREAS, the Lewis County Public Health & Social Services (PHSS) will have
fiscal oversight of the CJTA funding allocated to Lewis County by Washington State
Health Care Authority and the BOCC is required to establish a CJTA Panel per RCW
71 24 580 to develop and review the County CJTA plan; AND
WHEREAS, the Lewis County Board of County Commissioners has reviewed the
applications for members to fill the CJTA Panel as determined by said RCW, AND
WHEREAS, membership on the Panel will be for three-year terms with this initial
appointment effective from July 1, 2019 through December 31, 2021 and members may
be reappointed, AND
WHEREAS, eight members will be appointed to fill the required sectors of the
CJTA Panel by the following Andrew Toynbee (Superior Court), Jonathan Meyer
(Prosecutor), Chris Sweet (Sheriffs Office), Stephanie Miller (Drug Court), JP Anderson
(County Drug & Alcohol Coordinator), Mindy Greenwood (Treatment Provider), Fabiola
Gonzalez (Treatment Provider), and Sam Groberg (Criminal Defense Bar), AND
WHEREAS, it is in the public's best interest to establish a CJTA Panel,
NOW, THEREFORE BE IT RESOLVED by the BOCC that the Lewis County
CJTA Panel is established and PHSS will have fiscal oversight of the CJTA funding
allocated by Washington State Health Care Authority and Andrew Toynbee, Jonathan
Meyer, Chris Sweet, Stephanie Miller, JP Anderson, Mindy Greenwood, Fabiola
Gonzalez, and Sam Groberg are appointed as members of said Panel effective July 1,
2019 through December 31, 2021

Justice Treatment Account (CJTA) funding allocated to Lewis County by Washington State Health Care
Authority Per RCW 71 24 580, a panel must be established with the purpose of developing and reviewing the
County CJTA plan. This plan details the allowed expenditures for the fundmg, evidence-based programming
being offered, and where the funding will be subcontracted to Appointment of the following individuals to the
CJTA Panel are effective when approved through December 31, 2021
