2019-07-15 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes July 15, 2019 Present Commissioner Jackson, Commissioner Stamper, Commissioner Fund Recorder Rieva Lester Commissioner Jackson called the meeting to order at 10 a m , determined a quorum and then proceeded with the flag salute EMPLOYEE RECOGNITION The commissioners honored Lewis County employees for reaching the following milestones 15 years. Sheriff's Office employee Amber Wilson 20 years.Sheriff's Office employee Jason Mauermann 25 years.Solid Waste employees Steve Skinner and Melanie Case and Clerk's Office employee Kim Alexander PUBLIC COMMENT Linda Wood urged the commissioners to continue exploring the processes the Department of Ecology would follow regarding allowing Crystal Geyser to pump water from the region Frank Wood urged the county to stop Crystal Geyser's efforts to build a water-bottling plant in Lewis County Steve Jasmer praised the community's courage to take on a multi national, multi-billion dollar corporation He urged the county to tell the EDC to stand down regarding Crystal Geyser's proposals regarding Lewis County Bob Summers spoke on behalf of Craig Jasmer Bob said Lewis County Code code needs to better reflect the Comprehensive Plan and better protect the rural regions in Lewis County Sally Clark outlined her complaints and concerns regarding Crystal Geyser, including its threats to file lawsuits to bring the neighboring subdivision "to the table" when the company has ignored the group's pleas to answer questions about its plans Ray Motichka shared copies of"Corporate water mining and the effects on the local environment and aquifer," a Linkedln piece written by well-driller Joshua Hail 1 Don Welever shared his concerns about potentially sharing his aquifer with Crystal Geyser He said Crystal Geyser's recent actions show that the company is not ethical and lacks morals and would not be a good neighbor He urged members of the public to share their concerns with the Department of Ecology Teresa Brooks shared her concerns regarding Crystal Geyser's proposed plant, noting that she would not have purchased land in the area had the plant existed when she was shopping Commissioner Stamper said he will work to get accurate information out to the public NOTICE ITEMS Commissioner Fund made a motion to approve Resolutions 19-196 through 19-197 Commissioner Stamper seconded Resolution 19-196• Notice of Hearing for the second 2019 Budget Amendment for Current Expense and Other Funds.The hearing will begin at or after 10 a m July 29,2019, in the Commissioners' Hearing Room County Manager Erik Martin spoke to the resolution He said the notice reflects a revenue increase of $5,423,474 and an expenditure increase of$3,656,313, which constitutes a $1,767,161 change of use of fund balance Resolution 19-197.Vendor Publication Chief accountant Suzette Smith, representing the Auditor's Office, spoke to the resolution She said the notice is a call for interested parties to add their companies to the vendor list Motion passed 3-0. CONSENT ITEMS Commissioner Stamper made a motion to approve minutes from the July 8, 2019, meeting as well as Resolution 19-198. Commissioner Fund seconded Resolution 19-198 Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 816325 through 816716 and direct disbursements 1004 through 1017, 1031, 1034, 1036, 1039, 1040, 1042 and 1049 were issued the week of July 5 for payments totaling $1,026,776.37 Suzette said payroll/benefit warrants 795584 through 795651 and Automatic Deposits 1 through 605 also were approved for 2 payments totaling$3,829,723 94 Suzette noted a skip in sequence for warrants 816288 through 816324,which were issued on behalf of Special Purpose Districts Motion passed 3-0. DELIBERATION ITEMS Commissioner Fund made a motion to approve Resolutions 19-199 through 19-204. Commissioner Stamper seconded Resolution 19-199 Authorize a contract between Cowlitz-Wahkiakum Council of Governments (CWCOG)and Lewis County for costs of transportation planning work performed. County Engineer Tim Fife spoke to the resolution He said the annual agreement runs July 1, 2019, to June 30, 2020 Resolution 19-200.Approve a contract between Lewis County and Washington State Department of Social and Health Services(DSHS), Developmental Disabilities Administration (DDA)to provide services to individuals with developmental disabilities. JP Anderson, Interim Director of Public Health and Social Services, spoke to the resolution He said agreement awards$914,202, which will be used to provide administration,training, community education and consumer support to help county residents who have developmental disabilities He said the agreement runs through June 30, 2020 Resolution 19-201•Approve a Consolidated Homeless Grant(CHG)Agreement between the Washington State Department of Commerce (DOC)and Lewis County. JP Anderson, Interim Director of Public Health and Social Services, spoke to the resolution He said the agreement awards$1,737 278, which will be used to provide case management, shelter and housing help to families and individuals at risk of or experiencing homelessness He said the two-year agreement runs through June 30, 2021 Resolution 19-202. Reappoint Cindy Mund, Lynn Ford and Elizabeth Hicker to the Lewis-Mason Thurston Area Agency on Aging(LMTAAA) Commissioner Stamper briefly spoke to the resolution He said the three individuals do an outstanding job representing the county 3 Resolution 19-203• Designate and appoint individuals to the Washington Counties Risk Pool County Manager Erik Martin spoke to the resolution He said the list may be again be updated after a vacant position is filled Resolution 19-204. Reappoint Steve Ward to the Boundary Review Board Commissioner Fund briefly spoke to the resolution Motion passed 3-0.
