Commissioner Stamper called the meeting to order at 10:02 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
Don Welever of Randle discussed his concerns regarding the proposed Crystal Geyser water-bottling
plant Don said 51 percent of Lewis County's population lives in rural areas He urged a change to
Ordinance 1292 to prohibit special-use permits on lands zoned RDD 5, RDD 10 and RDD 20
Dennis Jasmer, who lives on Peters Road,voiced his concerns about Crystal Geyser He asked if the
county has given Crystal Geyser any tax incentives The commissioners said they have not Dennis said
he feels the special-use permit changes created by Ordinance 1292 is more than a coincidence
Jim Merhaut said he has done a risk assessment and determined that it would cost $46 per foot to drill a
new well He said drilling a new well would cost him at least $8,900
Steve Jasmer said his group is proposing a code change to the Planning Commission in an effort to help
protect rural communities in response to Crystal Geyer's proposal to build a plant in Lewis County
Renee Cannon of Cinebar discussed her concerns regarding harassment She said she feels there are
communication problems between the Sheriff's Office and the Prosecuting Attorney's Office
PRESENTATION
Commissioner Fund made a motion to approve a proclamation promoting awareness of and
participation in the 2020 Census. Commissioner Stamper seconded.
Commissioner Fund read the proclamation into the record
Motion passed 2-0.

NOTICE ITEMS
Commissioner Fund made a motion to approve Resolutions 19-205 through 19-207 Commissioner
Stamper seconded
Resolution 19-205 Notice of Hearing for Ordinance 1303 regarding the proposed dissolution of Joint
Diking and Drainage District No 1 of Lewis and Thurston Counties(Hanaford Valley) The hearing will
begin at or after 10 a m Aug 19, 2019, in the Commissioners' Hearing Room
Deputy Prosecuting Attorney Amber Caulfield spoke to the resolution She said she will contact the last
known members of the diking district
Resolution 19-206 Notice of Hearing for Ordinance 1304 regarding the proposed dissolution of Davis
Lake Drainage District No 1 (Davis Lake, Morton) The hearing will begin at or after 10 a m Aug 19,
2019, in the Commissioners' Hearing Room.
Deputy Prosecuting Attorney Amber Caulfield spoke to the resolution
Resolution 19-207 Request for Proposals(RFP)for annual hydrologic, hydraulic and geomorphic
professional services Proposals are due to County Engineer Tim Fife by 1 p.m Aug 16, 2019
Josh Metcalf, Director of Public Works, spoke to the resolution He said an engineering consultant is
needed for annual hydrologic, hydraulic and geomorphic services
Motion passed 2-0.
CONSENT ITEMS
Commissioner Fund made a motion to approve minutes from the July 15, 2019, meeting as well as
Resolution 19-208. Commissioner Stamper seconded.
Resolution 19-208 Approval of warrants/claims against the various county departments
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 816,793-816,995 and
direct disbursements 893, 895, 1048, 1055, 1056, 1062, 1063, 1091, 1106, 1107 and 1111 were issued
the week of July 12 for payments against the county totaling $1,676,185.31
She noted a skip in sequence for warrants 816,717 816,792, which were issued on behalf of Special
Purpose Districts
Motion passed 2-0.

DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 19-209 through 19-213. Commissioner
Stamper seconded
Resolution 19-209. Approve additional funds to the Southwest Washington Fair Office Revolving
Working Account.
Steve Walton, Director of Central Services, spoke to the resolution He said the additional $1,000 will be
used in the change drawers and the additional $25,000 is needed for the revolving account He said the
funds will be returned to the Treasurer's Office by Sept 30, 2019
Resolution 19-210' Approve funds for the ATM machines at the Southwest Washington Fair.
Steve Walton, Director of Central Services, spoke to the resolution He said the $100,000 will be used
for the ATM machines Steve said the funds will be returned to the Treasurer's Office by Sept 30, 2019
Resolution 19-211. Approve Amendments#10 and #11 to an Interagency Agreement, RCO#15-1475,
between the Washington State Recreation and Conservation Office (RCO) and Lewis County
Lee Napier, Director of Community Development, spoke to the resolution She noted that Lewis County
is the fiscal agent for the Flood Authority
Resolution 19-212- Approve an eighth supplemental agreement between SBGH-Partners LLC and
Lewis County
Lee Napier, Director of Community Development, spoke to the resolution.
Resolution 19-213 Approve Distressed Counties 09 Grant funding for Rural Economic Development
and construction of Mickelsen Parkway.
Josh Metcalf, Director of Public Works, spoke to the resolution Matt Matayoshi noted that the
applicant had been the City of Winlock, which later asked that Lewis County take over as the applicant
Matt said the project will connect Highway 505 to the industrial area in Winlock He said he anticipates
three to five jobs for each of Benaroya's 320 acres Lisa Goodman of Benaroya also discussed the
Winlock project
Motion passed 2-0.

HEARING
Ordinance 1305,which would revise Lewis County Code 3 30 regarding surplus property
Commissioner Stamper introduced the hearing
Deputy Prosecuting Attorney Amber Caulfield gave the staff report She said it adds another way in
which the county can sell surplus property She said a property measuring a half-acre or less can be
offered to the owner of an adjacent property She said if there were two or more interested neighboring
property owners, the county would use a sealed bid process
Commissioner Stamper asked if there were any questions
Ron Averill of Centralia asked for clarification about surplus versus real property Amber explained that
it relates to surplus real property
Jim Merhaut asked for a definition regarding surplus property Amber clarified that it is property for
which that the county no longer has use
Treasurer Arny Davis asked why only the adjacent property owners would have the option to purchase
the potential property Amber said the change allows the county to work expressly with those who
already neighbor the property Amber said the change is designed to take care of slivers of land, ditches
and the like County Manager Erik Martin clarified that the change merely adds another option for off-
loading surplus real property
Treasurer Arny Davis said he applauds the effort
Commissioner Stamper then closed the question and answer portion of the hearing
Amber Caulfield and Erik Martin asked that their previous comments be adopted into the record
Commissioner Stamper asked if anyone wanted to speak for or against the resolution No one spoke
Commissioner Stamper closed the hearing
Commissioner Fund made a motion to approve Ordinance 1305 Commissioner Stamper seconded
Motion passed 2-0.
ANNOUNCEMENTS
Commissioner Fund thanked the farm Bureau and the EDC for their work on the previous week's Farm
tour She also congratulated the Veterans' Museum for its recent Civil War re-enactment
Commissioner Stamper discussed the previous weekend's Funtime Festival in Napavine
Commissioner Stamper said he has reached out to the Prosecuting Attorney's Office to get further
information about the county's role in the Crystal Geyser permit process
Bob Guenther discussed the need for good wages, hours and working conditions related to the
proposed Benaroya project

Peter Lahmann invited the audience to the 8.30 a m July 27 blueberry feed at the museum He also
discussed the recent Wooden Boat Festival in Des Moine, Wash
Sean Bell of RES Americas said he met with Centralia College regarding internship possibilities related to
the wind farm project He said grading and clearing are taking place He said the crossing agreement has
not yet been completed He said RES Americas is meeting with emergency responders regarding fire
response Sean said the haul route has changed He said the group will use Longview instead of Tacoma
He said blade deliveries will begin in mid-August
Commissioner Stamper said a fly-in is planned for July 27 in Packwood

Commissioner Fund noted that the Skookumchuck bridge has been renamed in honor of Regina Clark
Commissioner Fund said Timberland Regional Library is holding strategic planning meetings, including
one on July 25
ADJOURNMENT

10 a m Monday,July 29, 2019, in the Commissioners' Hearing Room (Room 223)
