Commissioner Jackson called the meeting to order at 10 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
Bob Russell praised the commissioners—specifically Commissioner Fund, the county, the EDC and the
09 committee for their work regarding the Benaroya project
Steve Jasmer of Randle discussed Craig Jasmer's request for a moratorium on special-use permits
related to bottling water The commissioners said they will meet with the Prosecuting Attorney's Office
in open session later in the day to discuss the moratorium request
Bob Russell discussed a 09 request related to a biorefinery Bob said he recently visited a plant in
Starbuck, Wash., that is being built to turn wheat straw into pulp He said it is being created using
research provided by the University of Washington
PRESENTATIONS
Commissioner Fund made a motion to approve two proclamations. Commissioner Stamper seconded
Proclamation recognizing August 2, 2019, as Lewis County Reunification Day
Commissioner Fund read the proclamation into the record She invited the public to a picnic planned for
2 30 p m Friday,Aug 2, at Alexander Park
Proclamation recognizing August 4-10, 2019, as Farmers' Markets of Lewis County Appreciation Week
Commissioner Jackson read the proclamation into the record Farmers' Market representative Marie
Shankle and Buckleberry Farms owner Deborah Collins discussed the importance of farmers' markets
Motion passed 3-0

CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the July 22,2019, meeting as well as
Resolution 19-214. Commissioner Fund seconded
Resolution 19-214.Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 817,063
817,123 were issued the week of July 19 for payments against the county totaling$137,694.83 She said
payroll/tax deposit numbered 795,652-795,665 and Automatic Deposits 1-613 are were issued for
payments against the county totaling$1,441,203 24
She noted a skip in sequence for warrants 816,996-817,062,which were issued on behalf of Special
Purpose Districts
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 19-215 through 19-219 Commissioner
Stamper seconded.
Resolution 19-215 Approve Cowlitz River Basin Sub-zone Fund 1260 authorizing cash flow loan from
Current Expense Fund No 0010 for costs associated with the FEMA floodplain study of the Upper
Cowlitz Basin
Josh Metcalf, Director of Public Works, spoke to the resolution He said the money will cover the cost of
the FEMA floodplain study on the Cowlitz River Basin He said the grant loan will be repaid and that the
project will take roughly six to nine months to complete
Resolution 19-216•Approve a contract between the Washington State Military Department and Lewis
County for E911 Professional Development funding assistance
Scott Smitherman, Interim Manager of 911 Communications, spoke to the resolution He said the
contract allows up to $47,610 for expenses associated with the operation of the Enhanced 911 System
Resolution 19-217 Approve an interlocal agreement between Lewis County and Washington State
Department of Transportation (WSDOT) regarding work by county crews and authorize a signature
thereon.

Josh Metcalf, Director of Public Works, spoke to the resolution He said the county will chip-seal
roughly two miles of Highway 12 for WSDOT
Resolution 19-218. Ratification of(CLCP)Agreement SWMCLCP-1921-LeCSWU-00012 with the
Washington State Department of Ecology for litter pickup, refuse disposal, illegal dumpsite cleanup
and prevention education
Steve Skinner, Director of Solid Waste, spoke to the resolution He said the Department of Ecology
awarded Solid Waste$89,300 for litter pickup, refuse disposal, the cleanup of illegal dump sites and
prevention education
Resolution 19-219 Accepting a bid and award the contract for one new vehicle to be purchased by
Community Development
Lee Napier, Director of Community Development, spoke to the resolution She said 1-5 Dodge
submitted the lowest responsive bid of$27,460.26 for a new SUV
Motion passed 3-0.
HEARINGS
Resolution 19-220 Approve a franchise to the Industrial Park at Transalta to construct,operate and
maintain water and sewer facilities in Lewis County rights-of-way on Big Hanaford Road
Commissioner Jackson introduced the hearing
Martin Roy, Real Estate Services Manager gave the staff report Martin said the non exclusive franchise
for sewer and water facilities replaces an expiring franchise Martin said a notice of hearing was given
July 8 and that the notice was published in The Chronicle on July 9 and 16
Commissioner Jackson asked if there were any questions There were none
Commissioner Jackson closed the question-and-answer portion of the hearing
Martin Roy asked that his previous comments be adopted into the record
Commissioner Jackson asked if anyone wanted to speak for or against the resolution No one spoke
Commissioner Jackson closed the hearing
Commissioner Stamper made a motion to approve Resolution 19-220. Commissioner Fund seconded
Motion passed 3-0.

Resolution 19-221 Hearing for the 2nd 2019 Budget Amendment for Current Expense and Other
Funds
Commissioner Jackson introduced the hearing
Becky Butler, Budget Services Manager,gave the staff report Becky said notice of the hearing was
published in The Chronicle on July 16 and 23 Becky said the budget amendment reflects a $5,434,376
increase in expenditures and a $3,667,215 increase in revenue, resulting in a $1,767,161 decrease in
ending fund balance Becky then gave an overview of the various changes reflected in the budget
amendment
Becky noted that Risk premiums continue to increase
Commissioner Jackson asked if there were any questions There were none
Commissioner Jackson then closed the question and answer portion of the hearing
Becky asked that her previous comments be adopted into the record
Commissioner Jackson asked if anyone wanted to speak for or against the resolution

Commissioner Jackson closed the hearing
Commissioner Stamper made a motion to approve Resolution 19-221 Commissioner Fund seconded
Motion passed 3-0.
ANNOUNCEMENTS
Commissioner Stamper and Commissioner Fund discussed the recent Employee Picnic Commissioner
Stamper also praised the efforts of those involved with the Packwood Fly In, including Josh Metcalf for
Public Works' efforts to clean up the area
Commissioner Fund discussed the blueberry pancake feed at the museum and the kids-fly-free event at
the Chehalis airport She also discussed a car show that took place over the weekend Commissioner
Fund said she attended the Timberland Regional Library event over the weekend
Commissioner Jackson said he provided the pulled pork for the recent Employee Picnic He also
discussed a recent Chehalis Basin Partnership meeting
Commissioner Stamper said he would look into Ordinance 1292 He invited the audience to the
upcoming Blueberry Festival
