Commissioner Jackson called the meeting to order at 10-01 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
Craig Jasmer of Randle thanked the commissioners and the county for their work on the proposed
moratorium Ordinance 1306
Don Welever of Randle thanked the commissioners for their work on the pending moratorium
DarIle Bullock of Randle thanked the county for being proactive
Patty Kinswa thanked the county for its efforts related to the moratorium and noted that Crystal Geyser
wants to build on the Cowlitz Tribe's ancestral land
Tom Crowson of Fire District 5 said Fire District 5 supports HR 1629, which considers 911 dispatchers as
first responders He encouraged the commissioners to sign a letter of support as well
Susan Moser of Morton said East Lewis County has a lot to offer hay, carbon sequestration, electricity,
recreation and fish, all of which rely on water She said Crystal Geyser should explore becoming a leader
in the desalinization field
Lois Lopez said she listed her home on Air B and B and had several hits within days She promoted
vacation home rentals and ecotourism She urged the county to implement its proposed moratorium
Sami Jo Vertz did not speak, noting she had merely inadvertently signed the public comment sign-in
sheet
NOTICE ITEM
Commissioner Fund made a motion to approve Resolutions 19-222 Commissioner Stamper seconded.

Resolution 19-222. Notice of Hearing for Ordinance No. 1306,which will impose a moratorium upon
certain permits within the rural and resource lands of Lewis County The hearing will begin at or after
10 a m Aug 26, 2019, in the Commissioners' Hearing Room
DPA Eric Eisenberg spoke to the resolution He noted that the commissioners would be voting on setting
the hearing date as well as voting on the ordinance itself Eric noted there had been a typo in the notice
The Board directed Rieva Lester to send a corrected version of the notice to The Chronicle and The East
County Journal
Motion passed 3-0.
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the July 29, 2019, meeting as well as
Resolution 19-223 Commissioner Fund seconded
Resolution 19-223.Approval of warrants/claims against the various county departments
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 817,150 through
817,633 were issued the week of July 26 for payments against the county totaling$1,453,713 62 She
noted a skip in sequence for warrants 817,124 through 817,149, which were issued on behalf of Special
Purpose Districts
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 19-224 through 19-227 as well as
Ordinance 1306. Commissioner Stamper seconded
Resolution 19-224. Approve an employment agreement between Lewis County and Jeffrey Schreck for
building inspection services
Lee Napier, Director of Community Development, spoke to the resolution She said Community
Development is hiring Jeffrey Schreck as an on-call, as needed Building Inspector as a casual employee at
a rate of$55 per hour
Resolution 19-225• Extend the end date for the Lewis County Water District 1 (LCWD1)Water System
Comprehensive Plan review

Resolution 19-226 List the bids received and contractors selected for the purchase of various
equipment
Josh Metcalf, Director of Public Works, spoke to the resolution He said Pape Machinery submitted the
lowest responsive bids for a tilt trailer and a sweeper and that Washington Tractor submitted the lowest
responsive bids for a tractor mower and a mini excavator Josh noted that Washington Tractor's mini
excavator bid was the lowest among the three bids the county received
Resolution 19-227. List the bids received and contractor selected for the Interstate Avenue Paving
Project,CRP 2187D, F.A. Project No. STPUS-HIPUS-5686(001)
Josh Metcalf, Director of Public Works, spoke to the resolution He said the county received two bids
for the Interstate Paving Project and that Lakeside Industries was the apparent low bidder
Ordinance 1306• Impose a moratorium upon certain permits within the rural and resource lands of
Lewis County
DPA Eric Eisenberg spoke to the ordinance He said the Planning Commission received a request from
the Lewis County Water Alliance (LCWA) related to its concerns regarding the use of rural lands He said
the county had amended its rural zoning in September 2018 to allow for"standalone food or beverage
manufacturing" via a special use permit He said the LCWA has indicated that it believes the change to
the code is inconsistent with the Growth Management Act, state law and the Lewis County
Comprehensive Plan He said the LCWA contends the county may have erred, allowing activities beyond
the scope of what the amendment was intended to allow He said the moratorium puts on hold special
use permits related to the extraction of water for sale as well as applications for standalone food or
beverage manufacturing that exceed the permit-exempt limits of RCW 90.44.050
Eric noted that the moratorium can be changed or lifted at any time He said the public hearing for the
ordinance is set for Aug 26 and that the moratorium applies evenly to all members of the county
Commissioner Stamper thanked the Prosecuting Attorney's Office for its work on the project and the
LCWA for its vigilance
Motion passed 3-0.
ANNOUNCEMENTS
Commissioner Fund discussed the recent Blueberry Festival in Mossyrock
Commissioner Stamper said he and Dena Horton of Sen Cantwell's office toured the east end of the
county the previous week He stressed the need for timber dollars

Commissioner Jackson discussed his work on the state 911 group related to studies regarding
consolidated 911 services He also discussed upcoming interviews for a county strategic planning
consultant

Commissioner Fund said the Morton Loggers Jubilee is planned for Aug 10 and that the Southwest
Washington Fair kicks off Aug. 13
Commissioner Jackson thanked the community for its involvement
