Commissioner Jackson called the meeting to order at 10:00 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
Don Welver, Randle, asked for confirmation about whether or not the EDC formally dropped Crystal
Geyser as a client
PRESENTATION
Commissioner Fund made a motion to approve a proclamation recognizing the Little Miss Friendly
Proclamation. Commissioner Jackson seconded.
Rebecca Ford,2019 Miss Lewis County, read the proclamation into the record
The Little Miss Friendly contestants introduced themselves
The Dairy Ambassador, Montana Heinricher, introduced herself and discussed her fair entries.
Tamara Hayes, SWWF Fair Manager, mentioned several events which are part of opening ceremonies
Motion passed 2-0
CONSENT ITEMS
Commissioner Fund made a motion to approve minutes from the August 5, 2019, meeting as well as
Resolution 19-228. Commissioner Jackson seconded
Resolution 19-228 Approval of warrants/claims against the various county departments

Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 817,653
817,812 and direct disbursements numbered 1098-1105, 1108-1110, 1112-1116, 1118 1125, 1135, and
1173 (186 warrants/direct disbursements) were issued the week of August 2 8, 2019, for a total
payment against the County in the amount of$1,516,663 54
She noted a skip in sequence for warrants 817,634-817,652, which were issued on behalf of Special
Purpose Districts
Commissioner Jackson asked for an update on the change in the payroll system
Suzette Smith reiterated the transition has gone extremely well and that her staff did a great job
throughout its implementation
Motion passed 2-0.
DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 19-229 through 19-230 Commissioner
Jackson seconded
Resolution 19-229• Approving a Cost Change Amendment between Lewis County and the Recreation
and Conservation Office (RCO)for Scammon Creek(RM 1 15) Barrier Removal/Graf Road MP 1 01
Josh Metcalf, Director of Public Works,spoke to the resolution He said the project at Scammon Creek
(RM 1 15) Barrier Removal, RCO#14-1267R, CMP 1531 (Graf Road MP 1.01) was awarded $184,240.00
and approved by the BOCC by Resolution No 15 377, and $90,000.00 additional funding that was
approved by the BOCC by Resolution No 18 151
Public Works has secured additional funding for this project through RCO in the amount of$561,560
Approval of this resolution secures funding and authorizes the Chair of the BOCC to sign the Cost Change
Amendment between Lewis County and the RCO
Resolution 19-230. Listing of Bids and Contractor selected for the Silverbrook Road Improvements
Project, CRP 2184, FEMA No. DR-4242-2-R(HMGP)
Josh Metcalf, Director of Public Works, spoke to the resolution He said Resolution approval will award
Silverbrook Road Improvements Project, CRP 2184, FEMA No DR-4242-2-R (HMGP)to the lowest
responsible bidder, Sterling Breen Crushing, Inc for a total of$341,682 65
Motion passed 2-0.
ANNOUNCEMENTS
Commissioner Fund mentioned again that it is fair week She also added there is a book for sale at the
Lewis County Historical Museum about the history of the Southwest Washington Fair
Commissioner Jackson said the BOCC attended the Morton Loggers'Jubilee Parade and that he felt
there were more entries than previous years He also gave an update on a state 911 meeting he

attended the previous week.
Peter Lahmann, Lewis County Historical Society,the Thurston, Lewis Mason Labor Council is hosting a
free event in Washington Park in downtown Centralia from 11 00 a m. -4 .00 p m on September 2'
ADJOURNMENT
The BOCC Business Meeting adjourned at 10 23 a m , with the next Business Meeting scheduled for
10 a m Monday,August 19, 2019, in the Commissioners' Hearing Room (Room 223)
