WHEREAS, the Lewis County Board of County Commissioners (BOCC) has identified a need to
update and amend the 2012-2015 Strategic Plan for Lewis County, which was adopted on July
30, 2012, and
WHEREAS qualified consulting services are needed, and
WHEREAS, County staff has reviewed submitted proposals and determined that Tanner LLC is
the best qualified consultant to provide Strategic Planning Services, and
WHEREAS, a consultant agreement was negotiated with Tanner LLC for the Strategic Planning
Services for Lewis County not to exceed $35,850 plus travel costs and to be completed by
February 28, 2020, and
WHEREAS, the Consultant Agreement is attached as Exhibit A, and
WHEREAS, the County Manager has had the opportunity to review the agreement reached with
Tanner LLC in the amount of $35,850 plus travel costs and recommends approval
NOW THEREFORE BE IT RESOLVED that the consultant agreement for Strategic Planning
Services for Lewis County shall be executed with Tanner LLC in the amount of $35,850 plus
travel costs and upon presentation of such a consultant agreement, the County Manager is
authorized to sign on behalf of the Board of County Commissioners

Dear Erik
It was great meeting with you and County leadership last week We look forward to
the opportunity to be of help as you conduct a community-based strategic planning
endeavor We hope you will find our services to be a great benefit to your
organization
Since our firm could in the future also be engaged to perform attest services for
your organization, it is important that we clarify the scope of any consulting or other
non-attest services Our goal is to provide outside perspective, observations, and
recommendations and facilitate an effective planning process Your organization's
management is responsible for making all management decisions and performing
all management functions; for designating an individual with suitable skill
knowledge, or experience to oversee the services we will provide, and for
evaluating the adequacy and results of those services and accepting responsibility
for them
Our planned services are described in detail as option 1 in our proposal to you dated
April 2019 The scope of work will include the following key milestones and
deliverables
1) Conduct a process design meeting with your leadership team and/or board to
map out the process and plan stakeholder outreach
2) Facilitate multiple dialogue sessions (minimum of 5) with various groups, with
one likely including your staff
3) Assist with 10-15 interviews with selected key stakeholders
4) Create a survey to be distributed within Lewis County
5) Develop pre-work and agendas for all meetings
6) Develop a summary and analysis of key observations from community
outreach
7) Facilitate a series of meetings with your advisory committee to develop a
5-year strategic plan that incorporates the feedback received through
community outreach
8) Construct a strategic planning document, including specific initiatives and
metrics, with accompanying summary documents desired for broader
communication of plan
9) Present the strategic plan to County leadership and facilitate an
implementation planning session with key staff
Based on this scope, fees for this engagement will not exceed $35 850 plus
out-of-pocket costs (primarily travel between Salt Lake City, Utah, and Lewis
County, Washington, lodging, and other travel-related costs) We expect the project
will cover a period of 6 to 7 months
Invoices will be prepared and presented as we progress through the project. $7,500
will be billed upon commencing the engagement All invoices are due and payable
upon receipt Any fees for additional services will be discussed and approved by
you in advance of services being performed
