Commissioner Jackson called the meeting to order at 10 01 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
Rodger Cool said the animal shelter's advisory committee is reviewing possible solutions to the failing
animal shelter building He said the group already has secured $900,000 in private funding for a new
shelter Roger said a rough design is complete and needs to be reviewed an engineered He said he
hopes the county will consider matching funds and that the advisory group will be asking the county to
release $50,000 from the group's coffers to move forward with design work JP Anderson, Public Health
and Social Services Director said he would present a formal request to the commissioners later in the
week
Jack Tipping echoed the need for a new animal shelter
Elisha Voetberg invited the public to a 911 Thank You to First Responders event planned for 5 30 to
7 p m Sept 11 at Coldwell Banker He said the event will include displays of emergency vehicles, live
music from the Voetberg family and prize giveaways He said the event will be used to help raise funds
for K-9 units
PRESENTATIONS
Commissioner Stamper made a motion to approve two proclamations one recognizing September 11,
2019, as a day of Remembrance and Commemoration and the other recognizing September 2019 as
Senior Center Month Commissioner Jackson seconded
Proclamation recognizing September 11, 2019,as a day of Remembrance and Commemoration.
Commissioner Jackson read the proclamation into the record Steve Mansfield, Director of Emergency
Services discussed the country's response to the tragedy

Proclamation recognizing September 2019 as Senior Center Month
Former Commissioner Ron Averill of Centralia read the proclamation into the record Ron thanked the
county for the opportunity to recognize Lewis County's senior citizens He noted that as president of the
Lewis County Seniors, he sees the needs the sites throughout the county serve He said the sites give
seniors the opportunity to get out and socialize The commissioners thanked Ron and the senior center
support staff members for their commitment to the community
Motion passed 2-0
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the August 26,2019, meeting as well
as Resolution 19-247 Commissioner Jackson seconded
Resolution 19 247 Approval of warrants/claims against the various county departments
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 818,467-818,627 and
818,655-818,847 were issued between Aug 23 and Sept S for payments against the county totaling
$1,456,489 29 She said payroll/tax deposit warrants numbered 795,672 795,693 and Automatic
Deposits 1235-1885 also were approved for payments totaling$1 416 778 88 Suzette noted a skip in
sequence for warrants 818,435 818,466 and 818,628 818,654, which were issued on behalf of Special
Purpose Districts
Motion passed 2-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 19 248 through 19-251 Commissioner
Jackson seconded
Resolution 19 248 Approve an extension to the Communications Site Agreement between
Weyerhaeuser NR Company and Lewis County for use of a radio repeater site for emergency
communication on Baw Faw Peak and authorizing signatures thereon
Steve Mansfield, Director of Emergency Services, spoke to the resolution He said the agreement allows
for a five year extension regarding the use of an emergency radio repeater site

Resolution 19 249 Approve the SWMLSWFA Agreement between Washington Department of Ecology
and Lewis County.
JP Anderson, Director of Public Health and Social Services, spoke to the resolution He said the
agreement provides$67,337 50 and requires a 25 percent match from the county for a project total of
$89,783.33 JP said the funds will be used to reimburse Lewis County for Solid Waste enforcement and
permitting activities
Resolution 19 250•Approve an agreement between Lewis County and Danis McDaniel regarding the
proposed purchase of properties located in the 100 block of NW Chehalis Ave.,and the 400 block of
NW North St,Chehalis
Steve Walton, Director of Central Services, spoke to the resolution He said the property owner has
offered to sell a handful of properties to the county He said the properties will suit the county's future
office and parking needs Steve said the purchase is covered by capital funds and will not affect the
general fund Steve said the county eventually plans to build a new juvenile detention facility adjacent to
the existing jail,creating the need for additional parking He said the county also would like to move
Community Development to the main campus in the future, creating the need for more space Steve
said the purchase will provide cost savings in the long run
Resolution 19 251. List the bids received and contractor selected for the Lewis County 2019 Snow
Sand Proposal.
Don Carney,Senior Engineer in the Public Works Department,spoke to the resolution He said Good
Crushing was the apparent low bidder($341,713 50) and that Public Works recommends awarding the
snow sand bid to Good Crushing
Motion passed 2-0.
ANNOUNCEMENTS
Commissioner Stamper thanked the public for their participation in county government
Commissioner Jackson discussed his family's Labor Day weekend campout, noting that Candy Hallom
was the group's corn hole champion He discussed recent groundbreaking ceremonies he attended and
noted that the Penny Playground would soon hold its own groundbreaking ceremony
Ron Averill said the Rotary club has raised $47,000 to support the Penny Playground renovation project
He noted that the Lewis County Seniors will host their Night of Magic event at the Twin Cities Senior
Center in October
Peter Lahmann of Centralia invited the public to an event planned for noon Sept 14 to rename a
Schaefer Park bridge in honor of the late Regina Clark
