2019-09-16 Business Meeting Minutes Lewis County Board of County Commissioners(BOCC) Business Meeting minutes September 16,2019 Present Commissioner Jackson, Commissioner Stamper,Commissioner Fund Recorder Tamara Martin Commissioner Jackson called the meeting to order at 10 00 a m , determined a quorum and then proceeded with the flag salute PUBLIC COMMENT Ben Shapiro,who lives at 296 Dodge Rd in Morton, purchased his dairy in 2008 He would like to lower the speed limit to 35 mph as well as offer the use of off road vehicles Has asked his neighbors for approvals and brought with him certified copies to give to the hearing There are 21 total families living off of Dodge Road, including some with disabilities Dick Jones is also a neighbor off of Dodge Road He said he is concerned about the fact that Public Works has been trimming his walnut tree He doesn t like that Public Works cuts his trees back too far Commissioner Jackson said that Josh Metcalf from Public Works was in attendance and would be glad to work with him concerning the trees Fire Commissioner Tom Crowson introduced the new fire chief for District 5, Dan Mahoney,who started in the fire service in the 1980s Dan, who has a five year contract, said he is looking forward to his move to Lewis County Lesli Merhaut addressed a letter she sent to the commissioners about 118 Shelton Rd, Randle She is concerned about people living on an adjacent property that do not have power,water and sewer She does not feel that waste is being properly disposed of The neighbors are afraid of the person causing the concern Commissioner Jackson and Commissioner Stamper said they would check with Bill Teitzel from Community Development to follow up CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the September 9,2019,meeting as well as Resolution 19-252 Commissioner Stamper seconded Resolution 19-252•Approval of warrants/claims against the various county departments. 1 Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 818,870 819,214 were issued for payments totaling$1,403,024.53 She said payroll/tax deposit warrants numbering 795,694 795,708 and automatic deposits 1885 2576 were approved for payments totaling $1,051,970 71 She noted a skip in sequence for warrants 818,848 818,869, which were issued on behalf of Special Purpose Districts Motion passed 3-0 DELIBERATION ITEMS Commissioner Stamper made a motion to approve Resolutions 19-253 through 19-260 Commissioner Fund seconded Resolution 19-253 Approve contract#R01-0067 19 between Lewis County and Reliable Enterprises JP Anderson, Director of Public Health and Social Services(PHSS), spoke to the resolution This resolution provides funding for case management for homelessness Resolution 19 254 Approve agreement#H01 0069 19 between Lewis County and the Human Response Network. JP Anderson, Director of PHSS, spoke to the resolution JP said the resolution provides case management for homelessness for people leaving domestic violence situations JP said the contract will run from July 1 2019,through June 30, 2020 Resolution 19 255• Approve contract#H02 0066-19 between Lewis County and the Housing Resource Center JP Anderson, Director of PHSS, spoke to the resolution JP said the resolution will provide a contract for Housing Resource Center from July 1 2019 through December 31 2019 Resolution 19 256 List the bid(s) received and contractor selected for the purchase of one tractor mower Josh Metcalf, Director of Public Works,spoke to the resolution He said the agreement provides for the purchase of one tractor mower Josh said the county received its lone bid from Washington Tractor 2 Resolution 19-257• Approve an agreement between Lewis County and the Recreation and Conservation Office(RCO)for Scammon Creek(RM 2.28 and 2.78) Barrier Removals/Graf Road MP 1 34 and Blanchard Road MP 0.698. Josh Metcalf, Director of Public Works Josh Metcalf,spoke to the resolution He said the Recreation and Conservation Office (RCO) has been awarded funding for design work at Graf and Blanchard Road Resolution 19 258• Approve an agreement between Lewis County and the Recreation and Conservation Office (RCO)for King Creek Barrier Removal Site 700120(King Road MP 5 31) Josh Metcalf, Director of Public Works, spoke to the resolution He said the Recreation and Conservation Office (RCO) has been awarded funds to remove the barrier on King Road Resolution 19 259 Approve an agreement between Lewis County and the Recreation and Conservation Office (RCO)for MF Newaukum Trib Barrier Removal Site 1301E18A(Kruger Road MP 1.2) Josh Metcalf, Director of Public Works, spoke to the resolution He said the Recreation and Conservation Office (RCO) will be removing the barrier for MF Newaukum at the site Resolution 19 260 Approve the purchase of election management equipment from Runbeck Election Services Inc Larry Grove,Auditor, spoke to the resolution He said the technology will help automate ballot- processing efforts A member of the audience asked a question concerning it being stand alone unit Motion passed 3-0. HEARING Resolution 19-261 Hearing regarding a franchise request from Astound Broadband LLC,which plans to construct,operate and maintain telecommunications facilities in Lewis County rights of way Commissioner Jackson introduced the hearing Public Works Real Estate Services Manager Martin Roy gave the staff report Commissioner Jackson asked if there were any questions There we no questions Commissioner Jackson then closed the question and answer portion of the hearing Martin Roy asked that his previous comments be adopted into the record 3 Commissioner Jackson asked if anyone wanted to speak for or against the resolution No one spoke Commissioner Jackson closed the hearing Commissioner Fund made a motion to approve Resolution 19-261 Commissioner Stamper seconded Motion passed 3-0.
