Commissioner Jackson called the meeting to order at 10.01 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
None
NOTICE ITEMS
Commissioner Fund made a motion to approve Resolutions 19 262 through 19-264. Commissioner
Jackson seconded
Resolution 19 262. Notice of Hearing for the 3rd 2019 budget amendment for Current Expense and
other funds The hearing will begin at or after 10 a m Oct 7, 2019, in the Commissioners' Hearing
Room.
County Manager Erik Martin spoke to the resolution He said the notice will be printed in The Chronicle
Sept 24 and Oct 1 He said the amendment reflects an expenditures increase of$1,000,010, offset by a
$1,350,698 revenue increase with a fund balance of$350,688
Resolution 19 263 Notice of a Public Hearing for the proposed modifications to the Vader Enchanted
Valley Water System Fee and Rate Schedule The hearing will begin at or after 10 a m Oct 7,2019, in
the Commissioners' Hearing Room
Josh Metcalf, Director of Public Works, spoke to the resolution He said there is a proposal to increase
the base and water usage rates He said the changes would go into effect Nov 1, 2019

Resolution 19 264 Call for bids for the Sand Sheds Construction Project,County Project No 90
17F509100443B, FEMA Project No DR-4309 PW 238 Bids are due to the Clerk of the Board by 11 a m
Oct 15,2019
Josh Metcalf, Director of Public Works,spoke to the resolution He said sand sheds will be permanently
constructed to store winter snow sand at three sites on Lincoln Creek, Centralia Alpha and Mineral
Creek roads
Motion passed 2-0.
CONSENT ITEMS
Commissioner Fund made a motion to approve minutes from the September 16,2019, meeting as well
as Resolution 19-265 Commissioner Jackson seconded.
Resolution 19-265. Approval of warrants/claims against the various county departments
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 819,310
819,484 were issued the week of Sept 13, 2019, for payments against the county totaling
$1,612,738 68 She noted a skip in sequence for warrants numbered 819,215-819,309, which were
issued on behalf of Special Purpose Districts

DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 19-266 through 19-270 Commissioner
Jackson seconded
Resolution 19 266 Authorize the Director of IT Services to execute the purchase, migration and
implementation of a new dispatching and records server with Motorola Solutions,a Washington state
approved contractor.
Steve Wohld, Director of IT Services,spoke to the resolution He said the resolution allows Lewis County
to execute the purchase, migration and implementation of a new dispatching and records server
Resolution 19-267.Approve an agreement between Lewis County and the Salvation Army
JP Anderson, Director of Public Health and Social Services,spoke to the resolution He said the
agreement provides$84 672 76 from July 1, 2019, to June 30, 2021

Resolution 19-268 Modify restrictions on outdoor burning to allow permitted burning throughout
unincorporated lands regulated by Lewis County
Lee Napier, Director of Community Development,spoke to the resolution She said burn restrictions
have been lifted in the unincorporated areas of Lewis County effective Wednesday, Sept 18
Resolution 19 269 Establish a policy outlining the methods and processes for the use of electronic
signature technology
Deputy Prosecuting Attorney Cullen Gatten spoke to the resolution He said the resolution will allow for
the use of electronic signatures
Resolution 19 270 Appoint Patricia Craig to the Lewis-Mason-Thurston Area Agency on Aging
(LMTAAA)Advisory Council effective immediately for a term to expire Dec 31,2020
Commissioner Fund spoke to the resolution
Motion passed 2-0.
ANNOUNCEMENTS
Commissioner Fund discussed a recent broadband workshop she attended She said $50,000 grants will
be available to assess counties needs across the state She also discussed recent WSAC and LSC
meetings during which indigent defense and other unfunded mandates were lamented
Commissioner Jackson echoed Commissioner Fund's concerns about unfunded mandates He said he
also attended a meeting with the Department of Transportation (DOT) to discuss a solution to the traffic
problems at the Rush Road interchange off Interstate 5 He said he will meet with the DOT again in
November
PRESS CONFERENCE
Ralph Mancini of The Chronicle asked for clarification regarding which road Commissioner Jackson had
discussed
Commissioner Fund invited the public to an upcoming ceremony to inter unclaimed remains

The BOCC Business Meeting adjourned at 10 19 a m ,with the next Business Meeting scheduled for
10 a m Monday,September 30, 2019, in the Commissioners' Hearing Room (Room 223)
