2019-03-11 BOCC Wrap UpBOCC Wrap-Up Meeting March 11, 2019 9:01 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Becky Butler Guests: Dr. Lindsey Pollock, Alex Brown, Peter Lahmann, Lee Grose, Chris Clowe (9:09 a.m.) Recorder: Rieva Lester Rieva Lester noted that two items had been held from the day’s legislative agenda: Middle Fork bid award and Notice of Hearing for Ordinance 1301 (simple segs). Commissioner Fund discussed the Office of the Chehalis Basin’s studies regarding the proposed water retention facility. Commissioner Fund said the Eugenia Center, through funding from the Great Rivers Behavioral Health Organization (GRBHO), has opened a drop-in center and that Cascade Mental Health plans to open a drop-in center in Centralia. Commissioner Jackson left at 9:07 a.m. Commissioner Fund said the .09 committee has reviewed three Distressed Counties applications and has another being held for the committee’s next meeting. She said the committee approved an $800,000 application for a proposed rail spur that will be used for grain transport. Commissioner Jackson returned at 9:09 a.m. Chris Clowe joined at 9:09 a.m. Commissioner Fund said the committee also approved applications submitted by the cities of Vader and Winlock. Commissioner Jackson said he’d like to see WATV use allowed on the west side of the county. Commissioner Stamper and Commissioner Jackson said they would work to extend use to the west side. Chris Clowe noted that there are other places in the state that already allow WATV use. He said the county is missing a tourism draw. Chris said the WATV group will meet March 17 to discuss plans to move forward. Erik Martin said he’d be happy to help with maps, speed limit documentation, etc. Dr. Lindsey Pollock noted that opening up legalized WATV areas may help decrease illegal use elsewhere. Chris left at 9:22 a.m. The commissioners signed a thank you letter to Public Works. Commissioner Fund discussed bills before the state Legislature. Commissioner Fund said the Census representative will attend the May Mayors’ Meeting. She noted that grants and funding are linked to Census counts. Commissioner Stamper discussed Don Thayer’s problems with his property. He said Don placed a mobile home on the 3-acre portion of the property then tried to place a mobile home on the remaining 7-acre section. He said Don drilled a well, then learned that the 7-acre piece was an illegal lot. He said the county did not deem Don an “innocent purchaser.” Commissioner Stamper said the county needs to re- evaluate county staff members’ conclusions. Erik Martin said county staff – Lee Napier and Fred Evander – worked with DPA Eric Eisenberg regarding the “innocent purchaser” clause. He said the county couldn’t find proof whether Don exercised due diligence through the title process. He suggested the board discuss the matter with Eric. Erik said he would try to set up a meeting with Eric. Commissioner Fund discussed the upcoming Toledo Cheese Days event. Commissioner Stamper left at 9:47 a.m. Meeting ended at 9:49 a.m.
