2019-03-20 Directors UpdateDirectors’ Update March 20, 2019 9:01 a.m. Present: Commissioner Jackson, Commissioner Fund, County Manager Erik Martin, Josh Metcalf, Danette York, Wayne Whiton, Steve Wohld, Lee Napier, Steve Walton, Archie Smith, Becky Butler, Gary Fredricks, Lara McRea, Commissioner Stamper (9:03 a.m.) Guests: Linda Williams, Susan DeLaire, Alex Brown, Jared Wenzelburger Recorder: Rieva Lester Josh Metcalf discussed a call for sealed bids for the Highway Safety Improvement Program Phase II, Federal Aid Project No HSIP-000S (479), F.A. Contract No. TA-6330, CRP No. 2185B. Josh Metcalf discussed issuing a public notice that Lewis County is seeking coverage under the Washington Department of Ecology's Construction Stormwater NPDES State Waste Discharge Permit for the North Fork Road Realignment Project. Josh Metcalf discussed approval of a cost change amendment between Lewis County and the Recreation and Conservation Office (RCO) for Frase Creek Fish Barrier Removal (Pigeon Springs Rd MP 0.50). Steve Walton discussed a resolution to amend the contract with Tyler Technologies for the Munis Enterprise Resource Planning System. Commissioner Stamper made a motion to move two Notice items, two Consent items and two Deliberation items to the Monday, March 20, 2019, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. Roundtable Lee Napier said she would have a late resolution – appointing Lee Grose to the Planning Commission – for the upcoming BOCC meeting. Becky Butler discussed an upcoming 2019 budget amendment. Rieva Lester said she will be out of the office from March 28 until April 8. Archie Smith said he is updating the employee handbook. Steve Walton said the staff elevator remains out of service. Lee Napier said she would attend the Olympia Master Builders meeting later in the day. Gary Fredricks said WSU Extension has lots of events and activities going on. Steve Wohld said IT is working on a PacketWriter revamp. Wayne Whiton said he and Commissioner Stamper will be attending the Risk Pool conference later in the day. Danette York discussed her department’s two upcoming hires: environmental health specialist and code enforcement officer. Josh Metcalf said he will be attending a WSAC meeting and a Vision Toledo meeting the following day. He said Public Works has five construction projects for the summer. Erik Martin said Restorical Research may be reaching out to offices and departments regarding insurance questions. Commissioner Stamper discussed recent wildfires in his district. Commissioner Fund discussed Oklahoma City’s proactive approach to avoid homelessness. Linda Williams discussed the need for public involvement in politics. Alex Brown asked for feedback regarding the addition of a county manager. Meeting adjourned at 9:29 a.m.
