Steve Wohld made a motion to approve the February 2019 minutes.
Archie Smith seconded.
Motion passed unanimously.
Erik Martin discussed the Request for Proposals for Strategic Planning Services, which he said will go
before the commissioners during the April 1 legislative meeting.
Steve Wohld discussed data usage. He said the $100,000 data server purchased seven years ago looks to
be filled in five due to data usage. He said email management, deleted duplicates and other steps can
help remedy data overuse. Steve said moving to the cloud could present additional costs as it is use-
based. Steve said inactive email accounts should be terminated. Steve stressed the need to also pay
attention to retention requirements. Another fix, Steve said, would be to send links instead of sending
copies of documents.
Lee Napier joined at 8:23 a.m.
The group discussed a six-month time limit for processing the email accounts of employees who have
left county employment.
Erik said if costs can’t be managed, it’s possible offices and departments will have to pay use-based rates
for data.
Wayne Whiton and Steve discussed use of litigation holds for email accounts.
Megan Sibbert said the new Munis system will include an off-boarding process for exiting employees,
which will include an IT checklist.
Wayne Whiton discussed the county’s Accident Prevention Program. He said he and Tawni are ramping
up training countywide.
Commissioner Fund’s call was disconnected at 8:35 a.m.
Becky Butler discussed an upcoming budget amendment hearing. She said her department continues to
review a revised budget calendar.
Becky said the county is still awaiting 2018 year-end reconciliation from the Treasurer’s Office. She said
it appears the county did not dip into reserves. Becky said indigent defense costs continue to climb.
Steve and Becky discussed the $500,000 one-time PILT revenue that was transferred to capital to cover
upcoming technology needs.
Commissioner Fund rejoined by phone at 8:40 a.m.
Megan said Munis is on track for a July 1 payroll go-live date. She discussed ongoing Munis training and
training opportunities for new hires.
Commissioner Fund joined in person at 8:45 a.m.
Commissioner Fund gave a legislative update on matters before the Legislature. She noted that the
indigent defense bill is dead. She and Shad Hail discussed a bill that would put the county on the hook to
pay for ITAs for juveniles deemed indigent.
