2019-04-16 Salary discussion meetingSalary discussion meeting April 16, 2019 10:31 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Archie Smith, Daleyn Coleman, Becky Butler Guests: Alex Brown, Arny Davis, Scott Tinney, Dianne Dorey Recorder: Rieva Lester Commissioner Jackson reviewed the options regarding salary increases: Increase the salaries for the Assessor, Auditor, Treasurer, Clerk and Treasurer; increase the salaries for the Assessor, Auditor, Treasurer, Clerk and Treasurer and invoke the Salary Commission to review the commissioners’ salaries; or invoke the Salary Commission to review the salaries for the Commissioners, Clerk, Treasurer, Auditor, Assessor and Coroner. Commissioner Stamper said he’d like to see the Salary Commission invoked. Erik Martin said invoking the Salary Commission would require starting from scratch, based on recommendations from the PA’s Office. Becky said the PA’s Office indicated that the previous Salary Commission had been inactive for too long to be considered vital. Commissioner Fund said it’s her perspective that everyone knew the salaries when they ran for office. However, she said, an independent group would take the commissioners out of the equation. She noted that no county employees or relatives of county employees can serve on the Salary Commission. Erik noted that the commissioners would appoint four members of the Salary Commission would be appointed by the BOCC. The group discussed advertising for volunteers. The group said they would want the Salary Commission to meet regularly, not wait on the commissioners to invoke it. The group discussed the breakdown of the Prosecuting Attorney’s salary and the Sheriff’s salary. They discussed developing clarifying language regarding those salaries. Commissioner Stamper made a motion to approve Option 3 – invoke the Salary Commission to review the salaries for the Commissioners, the Treasurer, the Clerk, Auditor, Assessor and Coroner -- regarding electeds’ salaries. Commissioner Fund seconded. In response to Dianne Dorey’s question, the group clarified that the process could take several months and that any pay increases likely would not be retroactive. Daleyn Coleman discussed the Salary Commission formation process that took place years ago. Motion passed 3-0. Commissioner Fund requested that the media be alerted that individuals can apply for the four Salary Commission positions the BOCC will appoint. Archie Smith said language can be included to address the salaries for the Sheriff and Prosecuting Attorney. Meeting ended at 10:49 a.m.
