2019-04-22 BOCC Wrap UpBOCC Wrap-Up April 22, 2019 9:02 a.m. Present: Commissioner Jackson, Commissioner Fund, County Manager Erik Martin, Eric Eisenberg (by phone), Matt Patana, Doug Carey, Steve Walton, Becky Butler, Commissioner Stamper (9:06 a.m.) Guest: Alex Brown Recorder: Rieva Lester Commissioner Fund made a motion to add two items – a proclamation recognizing April 22, 2019, as Earth Day and a call for bids for one track skid steer loader – to the day’s Business Meeting agenda. Commissioner Jackson seconded. Motion passed 2-0. Eric Eisenberg said that due to an entry error, the county was not withholding the correct amount for retirement for Judge Samuelson. He said the county is required to pay the amount back on Judge Samuelson’s behalf and that he is then required to pay the county back. Eric said the PA’s office has spoken to Judge Samuelson and that he has agreed to sign a contract indicating he will pay the underpaid amount back over several years. Eric noted that the county will pay the interest due because it was the county’s error. Commissioner Stamper joined at 9:06 a.m. Eric said the state Department of Retirement Systems (DRS) has agreed to reduce the amount to 6 percent instead of 12 percent. He said the county would be paying $42,444.15, which would cover the original amount plus 6 percent interest. Commissioner Stamper made a motion to approve paying the Department of Retirement Systems $42,444.15 related to Judge Samuelson’s retirement. Eric reviewed the history of the underpayments since Commissioner Stamper had missed part of the conversation. Commissioner Jackson seconded the motion. Commissioner Jackson and Commissioner Stamper voted in favor of the motion. Commissioner Fund abstained. Motion passed 2-0-1. Eric left the meeting at 9:14 a.m. The group discussed providing improvements in lieu of cash to repay the Toledo Senior Center for its overpayment. Matt Patana discussed replacing the center’s existing doors with automatic doors. He said the installation would cost $5,000 to $10,000. Erik noted that the center’s overpayment totaled roughly $19,000. Becky suggested meeting with representatives from the Toledo Senior Center to determine whether the group would be interested in proceeding. Commissioner Stamper noted that other centers, including centers in Morton and Winlock, had underpaid. Erik said his understanding was that the commissioners did not want to pursue the repayment from the other centers. The group discussed having the other centers cover their underpayments through in-kind improvements before the county would move forward with improvement requests. Doug Carey noted that the current lease does not address that type of situation. The group said they would discuss the matter with the PA’s Office. Commissioner Stamper said he would reach out to Eric and the Morton center regarding Morton’s underpayment. Doug Carey, Steve Walton and Matt Patana left at 9:22 a.m. Commissioner Fund said Mischa Cowles is interested in serving on the Lodging Tax Advisory Committee. Commissioner Stamper made a motion to appoint Susan Otterness to the Cemetery District 9 vacancy. Commissioner Fund seconded. Motion passed 3-0. The commissioners approved minutes from their April 18, 2019, meeting with DPA Eric Eisenberg. The group discussed a potential date to meet with the Toledo Senior Center regarding its overpayment. The group discussed an op-ed about elections. Erik said his understanding is that Larry Grove may like to have the Board submit it. Commissioner Fund said she would reach out to Larry. Becky Butler gave a brief recap of the state’s legislative matters from the previous week. Commissioner Fund said the Flood Authority has received a national award: the James Lee Witt Local Award for Excellence in Floodplain Management. Erik said he believes Public Works is working on maps to indicate which county roads are 35 mph roads as the county looks into the possibility of expanding WATV use. The commissioners reviewed their calendars. Erik said Tacoma Power has sent a proposal regarding a fix for its CPI. Commissioner Jackson, Becky Butler and Erik Martin left at 9:45 a.m. Commissioner Jackson and Erik Martin returned at 9:51 a.m. Erik said the MOU with the Corrections Guild may have to hold. Commissioner Fund asked Rieva Lester to draft a congratulatory letter for Hal and Tracey Blanton. Meeting ended at 9:52 a.m.
