2019-04-22 Update with Code EnforcementUpdate with Code Enforcement April 22, 2019 2:34 p.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Bill Teitzel Guests: Dr. Lindsey Pollock Recorder: Rieva Lester Bill Teitzel gave the following Code Enforcement updates: • RV parking has been installed on Sterling Breen’s property on Coal Creek Road in Chehalis. The work was done without the needed permits. • Winlock’s contractor dumped spoils from SR 505 on Jones Road in the county. The spoils went over a cliff and into a river. The city is working on stabilization and has hired a geotech company to help. While there to investigate, Bill said he also found that someone had dumped between 3 and 5 cubic yards of household waste in the area. He said he has a lead on who the culprit was. • An individual on Griffin Road in Onalaska wants to enter into a Voluntary Compliance Agreement so she can hold weddings in the summer. Bill said it’s unclear whether that’s feasible. • Paul Mason on Ferrier Road in Winlock has entered into a Voluntary Compliance Agreement regarding the mobile structures on his property. He has three months to comply. • Solid waste case regarding Donna Hicks will go to collections. Bill said changes to the animal code could improve such cases. • Mobile home at Pigeon Springs remains unchanged. • Toledo farm has yet to obtain its necessary permits. • Property owner who improperly installed a culvert in Packwood has been working to correct his situation. • Remy Lane case is between hearings. • Pierson property on Highway 12 has been cleaned up. • Property on Front Avenue in Mineral has junk vehicles that neighbors are complaining about. • Property on Blue Road that had an abatement lien likely will be sold, adding to the county’s coffers. Commissioner Stamper discussed a property under the large Mossyrock bridge, where individuals are staying in tents and RVs. Bill also gave updates on a transient pit stop on Airport Road as well as a Toledo property on which the owners have moved a boat and a couple of RVs. Commissioner Stamper said he has fielded new calls from Kat Carroll. Commissioner Fund said she has fielded complaints about a homeless camp across from Staples. Bill said he found medical waste dumped near a homeless camp. Bill said da new code compliance officer will start at the end of May. Meeting adjourned at 3:05 p.m.
