2019-04-24 Directors UpdateDirectors’ Update April 24, 2019 9:00 a.m. Present: Commissioner Stamper, Commissioner Jackson, Lee Napier, Steve Wohld, JP Anderson, Archie Smith, Steve Walton, Steve Mansfield, Lara McRea, Gary Fredricks, Wayne Whiton, Tim Fife Guest: Susan DeLaire Recorder: Candace Hallom Tim Fife discussed the proposed acquisition of additional right of way for Jackson Highway South, MP 2.108, in Toledo. Commissioner Stamper discussed the interlocal agreement between Lewis County and Lewis County Water & Sewer District #5 for reimbursable work. Gary Fredricks discussed an interagency Memorandum of Agreement (MOA) between Lewis County and Washington State University for 2019 WSU Extension services. Commissioner Stamper made a motion to move two Consent items and three Deliberation items to the Monday, April 29, 2019, BOCC agenda. Commissioner Jackson seconded the motion. Motion passed 2-0. Roundtable Archie discussed upcoming training. Archie discussed casual employees and the possibility that they are required to be enrolled into PEBB depending on the number of hours the employee works. Archie will continue contacting the departments to discuss further. Archie discussed the recognition for April 29 (2018 Employee of the Year nominations). Gary Fredricks stated WSU just finished the leadership awareness academy and he is happy with how it went. Steve Wohld provided an update on the City of Sammamish. The City was not able to issue permits for over a month. Dispatch was having to use paper to log calls. JP stated the measles outbreak is officially contained. JP then discussed the five-year housing and homeless plan. Lee Napier asked for clarification regarding the WRIA water groups who are working on watershed plans. The Board already appointed Lee Napier and John Kliem as the designated representatives. Lee Napier asked if the Board authorize her to sign the bylaws and operating procedures. The Board agreed to have Lee Napier sign. Commissioner Stamper moved to designate Lewis County EDC to be the Lewis County ADO. Commissioner Jackson seconded. Motion carried 2-0. JP discussed an epidemiologist position. The Commissioners would like to talk to Danette about it further. They would like the topic to be added to the wrap-up meeting on Monday. Meeting ended at 9:27 a.m.
