2019-05-08 Directors UpdateDirectors’ Update May 8, 2019 9 a.m. Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper, County Manager Erik Martin, Josh Metcalf, Lee Napier, Danette York, Steve Wohld, Becky Butler, Steve Mansfield, Steve Walton, Daleyn Coleman, Lara McRea, Wayne Whiton Guest: Susan DeLaire Recorder: Rieva Lester Commissioner Jackson discussed a proclamation recognizing May 12-18, 2019, as Law Enforcement Recognition Week. Josh Metcalf discussed a resolution to approve a call for bids for one used backhoe. Josh said the old backhoe is broken and old and that parts no longer are available. Lee Napier discussed a notice of public hearing for Ordinance 1302, which would renew the moratorium upon certain building permits within the boundaries of Water-Sewer District #5. Josh said he would attend the District 5 meeting later in the day. Erik Martin said that if District 5 signs the ILA, District 2 may feel comfortable to begin issuing permits, which could lead to the moratorium being lifted. Danette York discussed a resolution to approve contract Amendment #3 between the Washington State Health Care Authority and Lewis County. She said the contract is linked to a program in Morton. Josh Metcalf discussed a resolution to approve the purchase of a replacement membrane for the Hazardous Waste facility at Solid Waste. He said the new skin will have a 25-year life. He said LED lights and fans also will be added. Commissioner Fund discussed a resolution to appoint Mischa Cowles to an unexpired term on the Lodging Tax Advisory Committee. Commissioner Stamper made a motion to move one Presentation, two Notice items, two Consent items and three Deliberation items to the Monday, May 13, 2019, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. Roundtable Danette York recapped for Commissioner Jackson a resolution the commissioners passed May 6 to put the county in charge of the Criminal Justice Treatment Account funds instead of the Great Rivers Behavioral Health Organization. The commissioners signed a letter to the HCA indicating the BOCC had made the decision. Rieva Lester noted that there would be three late additions: resolutions related to attorney-client privilege, the North Fork bid award and the skid steer loader bid award. Josh discussed the two items Public Works will add as late adds. Daleyn Coleman said admin training is planned for later in the day. Steve Walton said the custodial crew is short-handed. He said the maintenance crew also is hiring temporary help. He said Centralia will discuss annexation of the fairgrounds during its next meeting. Steve Mansfield said he is hiring a planner. Steve said a drought committee will meet later in the day. Lee Napier said fire chiefs already are discussing burn restrictions. Wayne Whiton said Casey Mauermann is out of the office. Lee Napier said Community Development is hosting OPMA training 6 p.m. June 11. She said she also will be attending Lunch and Learn with the real estate community. Josh Metcalf said the ROADeo is planned for May 9. He said FEMA-funded contracts for Fleet vehicles soon will be awarded. Erik Martin reminded the group that there will be no Directors’ Update on May 22. Commissioner Fund discussed a delegation from Tajikistan that visited her the previous day. Commissioner Jackson said he attended the previous night’s Pe Ell Town Council to discuss the future of 911. Meeting adjourned at 9:52 a.m.
