Anderson Guest: Susan DeLaire Recorder: Rieva Lester Josh Metcalf discussed a proclamation recognizing May 20-28, 2019, as Public Works Week in Lewis County. Josh Metcalf discussed a call for sealed bids for the Logan Hill Road MP 0.49 Slide Repair Project. Bids are due to the Clerk of the Board by 11 a.m. Tuesday, June 11, 2019. Josh said the repair is a FEMA project. Josh Metcalf discussed a resolution to declare certain vehicles as surplus county property and provide notice of the intent to sell. He said some items will be auctioned online, while others will be sold locally. Josh Metcalf discussed a resolution to approve a Rural Arterial Program (RAP) Project Agreement for Construction Proposals between Lewis County and the County Road Administration (CRAB) for two projects: the Jackson Highway S. Culvert Replacement Project and the Centralia Alpha Road Improvements Project. Josh Metcalf discussed a resolution to accept a bid on timber on county-owned property located off Bear Canyon Road near Morton. Josh said the county received one bid. Josh Metcalf discussed a resolution to authorize application for a Community Development Block Grant (CDBG) General Purpose Planning Only Grant from the Washington State Department of Commerce and assign the Director of Public Works as the authorized representative. Josh noted it’s a planning-only grant that would assess the Vader Water System. J.P. Anderson discussed a resolution to rescind and replace Resolution 18-087 regarding Public Health & Social Services’ Accountability and Petty Cash Account. Daleyn Coleman discussed a resolution to approve a collective bargaining agreement between the Lewis County Deputies Guild – representing the Sheriff’s Office Operations Bureau (Deputies) – and Lewis County for 2019-21. She said the three-year contract gives 3 percent raises in 2019, 2020 and 2021. Becky Butler discussed a resolution to reconvene the Lewis County Citizens’ Commission on Salaries for Elected Officials. Commissioner Fund made a motion to move one Presentation, one Notice item, two Consent items and seven Deliberation items to the Monday, May 20, 2019, BOCC agenda. Commissioner Jackson seconded the motion. Motion passed 2-0. Rieva Lester said Community Development will have a late add regarding the lifting of the burn ban. Rieva noted she’ll be out of the office the week of June 3 and that there would be no Directors’ Update on May 22. Josh Metcalf said Public Works’ first project, Townsend Bridge, kicked off earlier in the day. Steve Walton said the elevator is broken again. He said Centralia City Council has moved forward the proposal regarding the annexation of the fairgrounds. Wayne Whiton gave kudos to Tamara Hayes for her work on insurance. Wayne discussed heat illness. He said Tawni Shepherd will be out of the office for self-insurance training. Lara McRea said Megan Sibbert will visit departments to provide a payroll presentation. She noted she will be out of the office the week of May 20. Becky Butler noted that the State Auditor’s Office will be auditing for cybersecurity. Josh noted that Secure Rural Schools funding is being released. Lee Napier said the burn ban is being lifted. She noted she would be attending the Olympia Master Builders meeting later in the day. Commissioner Fund said she will attend a library Community Chat in Randle later in the day. Commissioner Fund said the Tacoma Power will hold a 50-year celebration for the Mossyrock dam on May 17.
