2019-05-20 BOCC Wrap UpBOCC Wrap-Up May 20, 2019 9:02 a.m. Present: Commissioner Jackson, Commissioner Fund, County Manager Erik Martin, Budget Services Manager Becky Butler, Commissioner Stamper (9:03 a.m.) Guests: Dr. Lindsey Pollock, Alex Brown Recorder: Rieva Lester Commissioner Fund made a motion to add a resolution modifying the restrictions on outdoor burning to allow permitted burning throughout unincorporated lands regulated by Lewis County. Commissioner Jackson seconded. Motion passed 2-0. Commissioner Stamper joined at 9:03 a.m. Rieva Lester detailed the timeline for the upcoming carpet replacement. Commissioner Fund noted that the Water Conservancy Board has requested the commissioners appoint one commissioner and one alternate. The commissioners asked Rieva Lester to work on a press release but to have interested parties submit their applications directly to the Water Conservancy Board. Commissioner Fund discussed the Flood Authority. She noted Shawn O’Neill of Napavine has replaced Jim Haslett on the board. Commissioner Stamper said Washington State Parks pulled from its agenda a discussion about the possibility of the county taking control of 174 acres of state-owned property in Packwood. He said state parks will discuss it in July. The group said they would set up a separate meeting to discuss the topic at length. Commissioner Stamper said Crystal Geyser is drilling test wells on an 80-or-so-acre property on Peters Road. He said he thinks the company has signed an MOU with the property owners but that it hasn’t agreed to purchase it. Commissioner Stamper said a caller has indicated the tribe is interested in purchasing a Toledo blueberry farm that has run into permitting problems. Commissioner Fund said lodging taxes are up $10,000 over the previous year. She noted she would visit some of the recipients at the end of the month. Commissioner Fund discussed Dale Pullin’s latest project, a community garden in Centralia. Becky Butler left at 9:32 a.m. The commissioners discussed back-ups for committees. Commissioner Jackson noted that Arny Davis was his backup for Southwest Clean Air Agency but stepped down. • Commissioner Stamper said he would serve as Commissioner Jackson’s alternate on Southwest Clean Air Agency. • Commissioner Jackson said he would be Commissioner Fund’s alternate on the Flood Authority. • Commissioner Jackson said he’d like to be Commissioner Fund’s alternate on the Lodging Tax Advisory Committee. Commissioner Stamper said he, too, is interested in the Lodging Tax Advisory Board. The commissioners said they’d like to set up a separate meeting to discuss lodging taxes. The commissioners discussed their calendars. Commissioner Stamper left at 9:54 a.m. Meeting ended at 9:56 a.m.
