2019-06-03 Update with County ManagerUpdate with County Manager June 3, 2019 11:07 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Tamara Hayes, Arny Davis, Lara McRea, Steve Walton and Becky Butler Guests: Dr. Lindsey Pollock, Alex Brown Recorder: Candy Hallom Treasurer 2018 YE update Erik Martin discussed year-end finances. Arny stated the Treasurer’s Office has been engaged in this process since the beginning. He said many of the problems that the Treasurer’s Office have encountered are issues that even the Auditor’s Office does not know how to handle. There have been many challenges with the system. Arny feels much better about moving forward. The Treasurer’s Office has made many improvements to their processes. Arny is confident that the finding from the State Auditor will not affect Lewis County’s credit score. Salary Commission Daleyn is planning on sending letters on Friday to the people selected by lottery. Coroner Position The Coroner sent an email to the BOCC regarding a request for a new employee due to public records requests. The BOCC will meet with the Coroner and PDR staff. District Court Position Erik spoke to Hazel Dibble last week. District Court has an employee working as a casual, and District Court would like to hire that person as a full time. Hazel feels that District Court can absorb the 2019 cost increase but for 2020 District Court would need an increase to their budget. Toledo Seniors Meeting Toledo Seniors meeting is scheduled for June 12th. Becky informed that BOCC that Mona Rae said the Senior Board has agreed to the terms of the agreement but would like the County to do different projects. Central Services/ CFP Update Steve Walton discussed fair vendors. Tamara said the fair is getting a number of requests for CBD vendors at the fair. Commissioner Stamper asked if these are strictly oils. He would like to know what the CBD vendors are planning to bring. Erik Martin asked if there are any vaping products. Tamara said there is not and that there will be specific instructions instructing them of no vaping products. The commissioners want to make sure the vendors do not promote other uses. The BOCC will allow a CBD vendor but only lotions and oils. No vape products and no promotion of products with psychotropic enhancement. Tamara discussed fair sponsorships. 911/DEM Erik provided a draft letter to TCOMM for the BOCC to review. The BOCC agreed to sign the letter. The BOCC would like the letter shared with the fire and law enforcement groups. Skookumchuck update Erik stated there is a meeting tomorrow with RES for this project. This will help move things forward to get permits out. IT Erik met with IT last week. Steve Wohld feels that IT will need another staff member to support Munis. Erik discussed cyber security and testing that went on. The intent of the test email was for statistics and not a gotcha email. HR Daleyn has been doing a good job. Steve Walton has been taking the lead on the union roles. Erik asked the BOCC’s opinion on using professional recruiters. Erik explained his opinion on professional recruiters. He feels it is helpful with some positions since Lewis County does not have many staff in HR. Using a professional recruiter can be costly. The BOCC would like to shop around for recruiters when it is time. Risk Risk is looking at changing the position that Rachel is in part time, and moving it to a full time position. Erik said on Friday he has a Public Works meeting during the Mayors’ meeting and will not be available to attend. Meeting ended at 12:05 p.m.
