2019-06-12 Directors UpdateDirectors’ Update June 12, 2019 9:03 a.m. Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper, County Manager Erik Martin, Lee Napier, Steve Wohld, Danette York, Wayne Whiton, Josh Metcalf, Steve Mansfield, Steve Walton, Daleyn Coleman, Becky Butler, Lara McRea, JP Anderson Guest: Susan DeLaire, Linda Williams (9:10 a.m.) Recorder: Rieva Lester Josh Metcalf discussed the temporary closure of Middle Fork Road to all through traffic. Josh discussed issuing a Request for Proposals (RFP) for annual cultural resources professional services consultant, which includes Federal Highway Administration (FHWA) funded projects. Josh discussed a call for sealed bids for the Interstate Avenue Paving Project. Josh discussed a resolution listing the bids received and contractor selected for the re-skinning of the Solid Waste Household Hazardous Waste facility. Josh discussed a resolution listing the bids received and contractor selected for landscaping services for countywide mitigation sites. Linda Williams joined at 9:10 a.m. Lee Napier said the resolution authorizing the Director of Community Development to sign Voluntary Stewardship Program contract would hold. JP Anderson left at 9:12 a.m. Wayne Whiton discussed a resolution regarding defense and indemnity of county officers and employees. JP returned at 9:15 a.m. Commissioner Stamper made a motion to move three Notice items, two Consent items and three Deliberation items to the Monday, June 17, 2019, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. Roundtable The commissioners directed Rieva Lester to add the date of June 3, 2019, to the interlocal agreement related to Resolution 19-158, which was passed in regular session on June 3, 2019. Steve Walton said the Barn Bash is planned for the weekend. Steve Mansfield said Lewis County already is in severe drought conditions. Josh Metcalf said Public Works has welcomed new staff. Josh said the ribbon-cutting for the Borst Avenue project is planned for June 20. Becky Butler said a budget amendment is planned for July 29. She said training for internal rates is planned for the week of June 17. Wayne Whiton left at 9:32 a.m. Susan DeLaire left at 9:33 a.m. Danette York discussed health concerns regarding wildfire smoke. Wayne Whiton returned at 9:34 a.m. Steve Walton said he is working with Centralia College to create a tech pathway for students. Lee Napier said the Planned Growth Committee meeting is June 19. She said Winlock is withdrawing its urban area boundary plan. She said Open Public Meetings Act training was held the previous night. She also said Olympia Master Builders will meet later in the day instead of the following week. Erik Martin reminded the group that the commissioners have invoked the Salary Commission. Erik also noted that the Safety Committee needs more management-level members. Commissioner Stamper said he has fielded many calls regarding Crystal Geyser’s proposed water- bottling plant on Peters Road. He said Ecology has a contact person to field calls. Erik said Crystal Geyser also has identified a company spokesperson to field emails. Meeting ended at 10:03 a.m.
