2019-06-17 09-Distressed Counties meeting.09 / Distressed Counties meeting June 17, 2019 4:01 p.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Becky Butler, Tim Fife, Josh Metcalf, Winlock Mayor Don Bradshaw, Jon Hinton, Jen Slemp Guests: Will Rubin, Dr. Lindsey Pollock Recorder: Rieva Lester Mayor Bradshaw said Winlock would have to build the road and Benaroya would be responsible for sidewalks. He said the agreement was created in 2016. Mayor Bradshaw said he wants to see the road built and that it can’t be put off until 2020. Josh Metcalf said the county will do what it can to support the project. He said there is a number of components that go in to it in addition to the road, including the buildout of the 505 intersection. Josh said that piece must be addressed. He said it also has to be built to county standards and it must be something the county can maintain it. Mayor Bradshaw said Winlock and the county must build the road. Erik Martin said designing a road to county standards takes some time. Erik noted nothing has been submitted to the county yet from a design or permitting standpoint. He said it’s also important to determine how the .09 allotments would create jobs. Jon Hinton said test pits and geotech work have been completed. He said the planning profile also has been completed. Erik asked for clarification on what’s being asked for. Jon said it would be a county-standards road. Jon said permit applications would be submitted in three weeks or so. Mayor Bradshaw said jersey barriers would be installed. Erik said the project would need to go through WSDOT’s access review process. Josh said there were several items identified in the SEPA review that relate to the TIA. Josh said there needs to be an agreement in place regarding the Interstate 5 ramp, etc. Erik said it appears there are several other pieces to the puzzle that have not yet been addressed. Mayor Bradshaw reiterated that he wants to build the road but restrict access. He said he cannot speak to I-5 improvements. Commissioner Fund said the county needs to see a clear timeline that includes all pieces of the puzzle. Mayor Bradshaw said the city’s obligation is to build Mickelson Parkway in 2019. He said Benaroya plans to build the road itself. Josh said it’s possible Benaroya could build the road. He noted that there are specific guidelines that would have to be followed. Mayor said he has an agreement with the Mickelsens that expires in March 2020. He said he doesn’t think the timeline can be renegotiated. He said the road needs to be built – with utilities underground – in summer 2019 but that it could be paved in 2020. Erik said it would be an extremely aggressive timeline and out of the ordinary. Erik said the county would need an engineer’s estimate and design. Jon said he is awaiting geotech and wetlands report. Erik reiterated that it boils down to logistics. Commissioner Fund said the .09 committee indicated a timeline for the entire project is needed and that a task force needs to be created. Tim Fife said Community Development also would need to be involved. Mayor Bradshaw said if the road is not built in 2019, he’ll have to walk away. Erik suggested Jon meet with Tim and Josh sometime during the week to map out a plan. Josh urged Jon to resubmit the updated SEPA. Mayor Bradshaw said the .09 request was for $1.125 million. Mayor Bradshaw, Jon, Jen Slemp and Becky Butler left at 4:53 p.m. Commissioner Fund said the .09 committee also has discussed a possible biomass plant. She said the University of Washington is conducting a feasibility study. Josh and Tim left at 4:57 p.m. Meeting adjourned at 5 p.m.
