2019-07-24 Directors UpdateDirectors’ Update July 24, 2019 9:01 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Lee Napier, Steve Wohld, JP Anderson, Josh Metcalf, Steve Mansfield, Steve Walton, Lara McRea, Becky Butler, Tawni Shepherd Recorder: Rieva Lester Commissioner Jackson said the Business Meeting would include a proclamation recognizing August 2, 2019, as Lewis County Reunification Day. Gary Fredricks discussed a proclamation recognizing August 4-10, 2019, as Farmers’ Market Week. Becky Butler discussed authorizing cash flow loan from Current Expense Fund No. 0010 for costs associated with the FEMA floodplain study of the Upper Cowlitz Basin. Steve Mansfield discussed a contract between the Washington State Military Department and Lewis County for E911 Professional Development funding assistance. Commissioner Fund discussed a $120,000 Distressed Counties (.09) grant to the University of Washington for feasibility for building a biorefinery in Lewis County's Industrial Park. Josh Metcalf discussed an interlocal agreement between Lewis County and Washington State Department of Transportation (WSDOT) regarding work by county crews and authorize a signature thereon. Josh said the county will chip-seal a section of Highway 12. Josh Metcalf discussed the ratification of (CLCP) Agreement SWMCLCP-1921-LeCSWU-00012 with the Washington State Department of Ecology for litter pickup, refuse disposal, illegal dumpsite cleanup and prevention education. Josh Metcalf discussed a franchise to the Industrial Park at Transalta to construct, operate and maintain water and sewer facilities in Lewis County rights-of-way on Big Hanaford Road. Becky Butler discussed a hearing for the 2nd 2019 Budget Amendment for Current Expense and Other Funds. Rieva Lester noted that the UW resolution likely would not be ready until Aug. 5. The commissioners agreed to add it to a Business Agenda when it’s ready. Commissioner Stamper made a motion to move two Presentations, two Consent items, four Deliberation items and two Hearings to the Monday, July 29, 2019, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. Other business / announcements Becky Butler discussed planned budget training. Erik said the training is mandatory. Steve Walton said Facilities is setting up for the Employee Picnic and that he will be in union negotiations all day July 25. Steve Mansfield discussed the ILA with 911 groups. Josh Metcalf gave an update on ongoing construction projects. JP Anderson lauded his team. He also discussed funding for low-income housing. Steve Wohld discussed cybersecurity. Erik Martin reminded the group that the Employee Picnic is scheduled for July 25. Tawni Shepherd said she will be doing walk-arounds prior to and during the upcoming fair. Commissioner Stamper said he attended the previous night’s Planning Commission meeting and that the recording system failed. Commissioner Fund said she’d like to set up a meeting regarding Steve Jasmer’s request for a moratorium. Commissioner Jackson said he would not be able to attend the Employee Picnic but that he was finishing up the pulled pork and would drop it off in the morning July 25. Meeting ended at 9:47 a.m.
