Eric Eisenberg and Lee Napier discussed a Notice of Hearing regarding Ordinance 1306, which will
impose a moratorium upon certain permits within the rural and resource lands of Lewis County.

Lee Napier discussed a resolution to approve an Employment Agreement between Lewis County and
Jeffrey Schreck for Building Inspection Services.
The group briefly discussed a resolution to extend the end date for LCWD1 Water System
Comprehensive Plan Review.
The group briefly discussed a resolution to listing the bids and contractor selected for the purchase of
various equipment.
Rieva Lester discussed a resolution to approve a $120,000 Distressed Counties (.09) grant to the
University of Washington for feasibility for building a biorefinery in Lewis County's Industrial Park. She
asked that it not yet be moved forward in case the agreement is not completed by Aug. 2. She noted it
could be added the morning of Aug. 5 if needed.

Commissioner Stamper made a motion to move one Notice item, two Consent items and four
Deliberation items to the Monday, Aug. 5, 2019, BOCC agenda.
Commissioner Fund seconded the motion.
Motion passed 3-0.
Other business / announcements
Steve Walton said several unions have expressed an interest in beginning negotiations. He said a
tentative agreement has been reached with the 911 group.
Becky Butler said budget training has been taking place and that the 2020 budget process will begin in
August. She noted there will be no increases for 2020. She said interviews for strategic planning
consultants will take place Aug. 7.
JP Anderson said Lewis County’s on-contract health officer, Dr. Wood, is leaving Thurston County.
Steve Mansfield discussed current drought conditions and that conditions are expected to get worse. He
also discussed 911 interfund rates.
Steve Wohld discussed IT’s interfund rates. He also discussed a possible solution for audio in the hearing
room.
Tawni Shepherd left at 9:41 a.m.
Gary Fredricks discussed the success of WSU Extension’s food-safety classes.
Commissioner Stamper invited the group to the Blueberry Festival planned for the weekend.
Commissioner Fund said Rachel Hunt’s last day will be Aug. 16. Commissioner Fund discussed Rep. Jim
Walsh’s recent visit.
Commissioner Jackson said he will meet with Adam Wasserman later in the day.
