2019-08-05 BOCC Wrap UpBOCC Wrap-Up August 5, 2019 9 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Lara McRea, Becky Butler, Josh Metcalf, Candy Hallom (9:06 a.m.) Guests: Cody Neuenschwander, Susan DeLaire, Dr. Lindsey Pollock, Peter Lahmann, Bob Guenther (9:04 a.m.), Jared Wenzelburger (9:09 a.m.) Recorder: Rieva Lester Commissioner Stamper made a motion to add the Interstate Avenue Paving Project bid award to the day’s Business Meeting. Commissioner Fund seconded. Motion passed 3-0. Commissioner Jackson left at 9:02 a.m. Josh discussed the resolution extending the review time for Lewis County Water District 1’s comprehensive plan. Commissioner Jackson returned at 9:03 a.m. Josh discussed a resolution listing the bids and awarding the contracts for various equipment. Bob Guenther joined at 9:04 a.m. Candy Hallom joined at 9:06 a.m. Lara McRea and Candy Hallom discussed the East Lewis County Public Development Authority appointments. Candy said PDA had appointed its members during its own meetings. She said she believes their bylaws allow them to make their own appointments. She said she would look into it further. Becky Butler discussed NACO’s Payment in Lieu of Taxes toolkit. The commissioners supported using a template from the toolkit to draft a letter regarding PILT. Commissioner Jackson, Commissioner Stamper and Commissioner Fund said they plan to attend the Aug. 19 Fire Commissioners meeting. Rieva Lester gave an update on Salary Commission applications. She said the county has received one application for the business sector, one for personnel management and two for legal. Bob Guenther said he has two potential applicants for the labor sector. Rieva said HR indicated it is close to filling the lottery-style positions. Commissioner Fund discussed the upcoming fair. Commissioner Fund discussed her previous week’s tour to visit lodging tax recipients. The group discussed the Assessor’s Office hours, noting that Dianne Dorey is closing her office from 8 to 9 a.m. and 1 to 2 p.m. weekdays due to staffing shortages. The group discussed the previous week’s power outage. Josh said he is looking into a resident’s request regarding a trail crossing sign on Bunker Creek Road. Rieva discussed the Water Conservancy Board, noting that the board has named a potential appointee and has asked that another vacancy be filled as well. The group discussed their calendars. Commissioner Jackson noted he would be out of the office Tuesday morning and at a conference Thursday and Friday. Commissioner Stamper left at 9:47 a.m. Josh gave an update on the North Industrial Access project. Meeting ended at 9:51 a.m.
