2019-09-30 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes September 30, 2019 Present Commissioner Jackson, Commissioner Stamper Commissioner Fund Recorder Rieva Lester Commissioner Jackson called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute PUBLIC COMMENT Bob Russell of Chehalis praised the county Planning Department Bob also discussed a recent ceremony for unclaimed remains He praised Coroner Warren McLeod for his efforts PRESENTATIONS Commissioner Fund made a motion to approve two proclamations. Commissioner Stamper seconded Proclamation recognizing October as "Lewis County Disaster Preparedness& Lewis County Alert Awareness Month Lewis County Emergency Planner Andy Caldwell encouraged residents to be prepared for emergencies and to participate in the Drop, Cover and Hold earthquake drill He then read the proclamation into the record Andy further discussed the need for disaster preparedness for families as well as the need to sign up for Lewis County Alert Proclamation recognizing October as "Lewis County Cybersecurity Awareness Month " Steve Wohld Director of IT Services, read the proclamation into the record Commissioner Jackson echoed the importance of cybersecurity awareness Motion passed 3-0 1 CONSENT ITEMS Commissioner Stamper made a motion to approve minutes from the September 23, 2019, meeting as well as Resolution 19-271 Commissioner Fund seconded Resolution 19-271• Approval of warrants/claims against the various county departments Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 819,512 819,766 were issued the week of Sept 20 2019, for payments against the county totaling $1,387 176.38 She said payroll/tax deposit warrants 795,710 795,713 and Automatic Deposits 2537 3141 also were approved for payments against the county totaling 1,615,914.09 Suzette noted a skip in sequence for warrants 819,485-819,511, which were issued on behalf of Special Purpose Districts Motion passed 3-0. DELIBERATION ITEMS Commissioner Fund made a motion to approve Resolutions 19-272 through 19-286. Commissioner Stamper seconded Resolution 19-272 Approve the quarterly declaration of surplus personal property Steve Walton, Director of Central Services, spoke to the resolution He said the list includes items with a value of less than $2,500 apiece He noted that many of the salvageable items are listed for sale on www.publicsurplus.com, while valueless items may be disposed of Doug Carey said Facilities can donate items that receive no bids Resolution 19-274 Appoint 1.P Anderson as the Public Health &Social Services Director County Manager Erik Martin spoke to the resolution He said JP has worked for the county for three years and has worked in the county for 15 years Commissioner Fund praised JP's efforts Resolution 19-273 Approve a stewardship agreement modification with the USDA Forest Service, Gifford Pinchot National Forest,to change the performance period and authorizing signatures thereon Bill Wamsley Noxious Weed Control Manager, spoke to the resolution He said the modification extends the performance period's end date to Dec 31 2020 Bill also discussed a meeting planned regarding noxious weeds and vegetation control Bill also discussed a mini-grant available to help landowners do weed control 2 Resolution 19-275:Accept a grant and authorize the Director of Community Development to sign a Water Resource Streamflow Restoration Project Planning agreement Lee Napier, Director of Community Development, spoke to the resolution She said the agreement with the Department of Ecology will help offset the costs associated with participation in the streamflow restoration planning process Resolution 19-276•Approve an interlocal agreement with the City of Chehalis to provide reliable building inspection and construction plan review services on an as-needed basis Lee Napier, Director of Community Development, spoke to the resolution She said the resolution is related to building inspection services She said the agreement would allow the county to be on-call to provide building inspection and construction plan review services for the City of Chehalis Resolution 19-277 Approve a professional services contract for CJTA-funded treatment and recovery support services between Lewis County and the Washington Health Care Authority JP Anderson, Director of Public Health and Social Services, spoke to the resolution He said the contract allows Lewis County to administer the Criminal Justice Treatment Account (CJTA) funding Resolution 19-278.Approve a professional services contract for CIA-funded treatment between Cascade Mental Health and Lewis County JP Anderson, Director of Public Health and Social Services, spoke to the resolution He said the funds will be used to provide substance abuse treatment to individuals incarcerated in the Lewis County Jail Resolution 19-279 Approve contracts with Compass Career Solutions, Lewis County Work Opportunities Morningside and Reliable Enterprises JP Anderson, Director of Public Health and Social Services spoke to the resolution He said the contract amounts are as follows • Compass Career Solutions $55,500 • Lewis County Work Opportunities 140,000 • Morningside $275,500 • Reliable Enterprises $232,551 Resolution 19-280•Approve Amendment C to a contract between Lewis County and The Salvation Army 3 JP Anderson, Director of Public Health and Social Services, spoke to the resolution He said the amendment adds $30,000 to help those who are at risk of becoming homeless. Resolution 19-281 Approve a CPWI Prevention Agreement between Lewis County and the Washington Health Care Authority, Division of Behavioral Health and Recovery(DBHR) JP Anderson Director of Public Health and Social Services spoke to the resolution He said the contract provides funding for youth substance-abuse prevention services in Morton and Centralia Resolution 19-282•Approve Amendment A between Lewis County and the Centralia School District for student homelessness services JP Anderson, Director of Public Health and Social Services, spoke to the resolution He said the agreement provides funding to help Centralia School District students who are homeless or at risk of becoming homeless Community Health Services&Contracts Coordinator Meja Handlen said the funding source is local document recording fees She said Resolution 19-283 Appoint Nancy Keaton to the Public Health &Social Services Advisory Board JP Anderson, Director of Public Health and Social Services, spoke to the resolution He said Nancy has been filling in for months and noted that Nancy is very engaged in the community Resolution 19-284 List the bids received and contractor selected for the purchase of one Truck Chassis Upfit (2-Yd Flatbed Dump Installation) Josh Metcalf Director of Public Works,spoke to the resolution He said the call for bids went out Aug 19 He said the county received four bids and Allied Body Works was the apparent low bidder with a bid of$16,606.59 Resolution 19-285• List the bids received and contractor selected for the purchase of one Truck Chassis Upfit (Flatbed &Installation) Josh Metcalf Director of Public Works, spoke to the resolution He said the county received four bids and Allied Body Works was the apparent low bidder with a bid of$7,726.40 Resolution 19-286.Appoint Matt Brock as an alternate on the Lewis County Water Conservancy Board 4 Commissioner Fund spoke to the resolution She introduced Matt Brock,who then discussed the training requirements for the Water Conservancy Board Motion passed 3-0. ANNOUNCEMENTS Commissioner Fund discussed the recent ceremony to inter unclaimed remains Commissioner Stamper discussed the upcoming Apple Harvest Festival Bob Guenther of Chehalis said information about a dynamite tragedy that took place years ago at Coal Creek can be found at www TLMlabor.org.
