Jonathan Meyer discussed staffing problems linked to recruiting and retention. He said the county needs
to be more competitive with its salaries.
Jonathan said the cold case detectives are working on a whistleblower complaint.
Commissioner Stamper joined at 2:04 a.m.
Eric Eisenberg said Community Development has issued lots of permits for the Skookumchuck project.
Eric said the fire chiefs signed the emergency response plan but have concerns about the radio. He said
the county is nearing completion on its crossing agreement. He said the developer agreement already
has moved forward.
Eric said GRBHO will have separate parts effective Jan. 1, including an Administrative Services
Organization (ASO). He suggested the county ask GRBHO’s counsel about the banking provision.
Eric explained that GRBHO will break into pieces

Cullen Gatten outlined a possible infraction scale for a noise ordinance.
Commissioner Stamper said he thinks the
Amber Caulfield said Davis Lake Drainage District 1 has one commissioner. She said the BOCC could
request applications and then appoint individuals to the two vacancies. Amber noted that the special
purpose district has no contracts and no money. She said the Drainage District would have to provide
information about boundaries, number of parcels and number of voters and submit the information by
Nov. 1.
Jonathan noted that if someone would have been interested, they would have spoken up at least once
in the past 15 years.
The group discussed opening an application process for the two seats in December.

Eric cautioned that the State Auditor’s Office wanted the

At 2:35 p.m., Commissioner Jackson announced that the Board was going into Executive Session under
RCW 42.30.110(1)(i) for 6 minutes to discuss pending or potential litigation.
Executive Session ended at 2:41 p.m. Commissioner Jackson noted that no decisions had been made.
