2019-08-21 Directors UpdateDirectors’ Update August 21, 2019 9:08 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Martin Roy Lee Napier, Steve Wohld, JP Anderson, Steve Mansfield, Lara McRea, Steve Walton, Becky Butler, Eric Eisenberg, Lee Napier, Daleyn Coleman (9:36 a.m.) Guests: Linda Williams, Susan DeLaire, Matt Matayoshi (9:54 a.m.), Kelli Roemer Recorder: Rieva Lester JP Anderson discussed a proclamation recognizing September 2019 as National Recovery Month. Martin Roy discussed a notice of hearing regarding a franchise request from Astound Broadband LLC, which plans to construct, operate, and maintain telecommunications facilities in Lewis County rights of way. Josh Metcalf discussed a notice regarding the extended closure of Logan Hill Road to all through traffic. Josh Metcalf discussed a notice regarding the temporary closure of a portion of Silverbrook Road to all through traffic. Josh Metcalf discussed a resolution to ratify a Local Solid Waste Financial Assistance agreement with the Washington State Department of Ecology for moderate-risk waste and recycling programs. Eric Eisenberg suggested having the Solid Waste Disposal District hold a special meeting Aug. 26 to also sign a resolution related to the agreement. Commissioner Fund discussed a resolution to appoint Leland Rakoz to the Lewis County Water Conservancy Board. Commissioner Fund noted that the approval of warrants was not listed on the agenda. Lee Napier discussed a public hearing to ratify Ordinance 1306, which imposed a moratorium upon certain permits within the rural and resource lands of Lewis County and directing the setting of a public hearing. Eric discussed a floor amendment to amend language in the ordinance. Commissioner Stamper made a motion to move one Presentation, three Notice items, one Consent item, two Deliberation items and one Hearing to the Monday, Aug. 26, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. Eric Eisenberg said he may have a late add for Aug. 26: a crossing agreement related to the Skookumchuck Wind Energy project. Commissioner Fund said she would attend the Port of Centralia meeting in the afternoon. Eric Eisenberg and Susan DeLaire left at 9:33 a.m. Commissioner Fund and Steve Walton thanked the group for help with the fair. Steve said work is under way for the upcoming Garlic Fest. Daleyn Coleman joined at 9:36 a.m. Daleyn asked the participants to check CBAs to determine whether the county needs to add verbiage about wage negotiations. Josh Metcalf said the Hazo Hut is being reskinned and should be back in operation by the end of the month. Josh discussed ongoing chip seal and fish passage projects. Josh asked that complaints about mowing, paving projects, etc., be forwarded to Karen at ext. 1123. Steve Mansfield said grant funding was used to create water conservancy handouts. Steve Wohld discussed a loaner program, a recent website outage and planning for the Spillman migration. Steve said work is being done to create a how-to manual for the hearing room equipment. Steve Wohld said the audio for the hearing room would cost roughly $40,000. The commissioners approved the purchase. Matt Matayoshi joined at 9:54 a.m. Erik Martin said the BOCC may want to consider rental fees to offset the technology costs of systems such as the audio. JP Anderson said he would attend a meeting later in the day to discuss the recent decrease in Criminal Justice Treatment Account funding. Erik gave a brief recap of the ESC meeting that took place earlier in the day. JP Anderson left at 9:58 a.m. Lee Napier discussed an upcoming Planning Commission meeting as well as recent Skookumchuck inspections. Becky Butler said the budget process has begun and that training is available on Thursdays. She asked for nominations for budget committee members. Commissioner Stamper said he, JP and Rep. Orcutt toured the animal shelter Aug. 19. Commissioner Stamper touched on the success of the fair as well as the commissioners’ recent DNR meeting. Meeting ended at 10:04 a.m.
