CAPITAL IMPROVEMENTS INTO A CAPITAL
IMPROVEMENT ACCOUNT WITHIN THE SOLID WASTE
FUND 401
WHEREAS, Resolution 11-439 which passed on December 19, 2011 authorized the
$12,300 per month increase ($38,700 to $51,000) in rent for the Central Transfer
Station charged to Solid Waste Disposal District No. 1 to be transferred into the Capital
Facilities Plan Fund No 310; and
WHEREAS, it appears to be in the best public interest to extend the date of Resolution
11-439 from 2020 to 2024 to accomplish this purpose
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners that
paragraph six of Resolution 11-439 Committing fund balance for Solid Waste Capital
Improvements Capital Facilities Fund No 310 is hereby amended as follows.
Effective with the increase in the rent charged to the Solid Waste Disposal District No. 1
for the Central Transfer Station by $12,300 from $38,700 to $51,000 per month, the
increase in rent is to be transferred into a Capital Reserves Account within Solid Waste
Fund 401 and to require those funds and any increase in those funds while deposited in
said account to be used to fund future Solid Waste Capital Improvements. The $12,300
difference in monthly rent shall continue to be placed into the Capital Reserve Account
until such time as the bond is paid off in 2024. After the bonds are fully paid the entire
monthly rent will be placed in the Solid Waste Capital Improvement Fund.

improvements That market condition adjustment increased the rent above the bond payment of$38,700 to
$51,000 per month That resolution also placed the excess funds into the Capital Facilities Plan Fund No 310
rather than into the Solid Waste Fund 401
This resolution will extend Resolution 11-439 from 2020 to 2024

WHEREAS, Resolution 09-409 which passed on December 21, 2009 authorized the
$12,300 per month increase ($38,700 to $51,000) in rent for the Central Transfer Station
charged to the Solid Waste Disposal District No. 1 to be transferred into the Capital Facilities
Plan Fund No. 310, and
WHEREAS, a limitation was placed on the use of the increase in rent by designating the
rent increase as a"Committed Fund Balance" with use of those funds restncted to future Solid
Waste capital improvements, and
WHEREAS, it now appears to be in the best public interest that these restricted funds
for future Solid Waste capital improvements be transferred from Solid Waste Disposal Distnct
Fund 415 into a capital reserves account within Solid Waste Fund 401; and
WHEREAS, it appears to be in the best public interest to amend Resolution 09-409 to
accomplish this purpose.
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners that

BE IT FURTHER RESOLVED that all Central Transfer Station rent monies previously
placed into the Capital Facilities Plan Fund No. 310 as of the effective date of the rent increase
established in Resolution 09-409 be transferred to Solid Waste Fund 401.
BE IT FURTHER RESOLVED that the Auditor's Office, working with the Treasurer's
Office, shall implement the required accounting.

be placed into the Solid Waste Fund 401 and will direct all future excess funds to be placed into this fund as
well It further directs that after the final bond payment in 2020 the entire monthly rent will be placed in the
Solid Waste Fund 401.
