Commissioner Stamper called the meeting to order at 10.03 a.m., determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
None
PRESENTATIONS
Commissioner Fund made a motion to approve two proclamations. Commissioner Stamper seconded.
Proclamation recognizing Oct.6-12, 2019,as Lewis County 4-H Week.
Pam Watson read the proclamation into the record. Pam and LeAnna McMahan discussed how 4-H
serves and improves the community
Proclamation recognizing Oct. 6-12, 2019,as Fire Prevention Week.
Riverside Fire Authority Chief Richard Mack read the proclamation into the record He and Brandi
Greenfield of the Centralia Outlets then announced winners of the Fire Prevention Poster Contest
Motion passed 2-0.
At 10:26 a.m., Commissioner Stamper announced that the Board was taking a five-minute recess to
address technical problems
At 10 31 a m ,the meeting resumed

NOTICE ITEM
Commissioner Fund made a motion to approve Resolution 19-287. Commissioner Stamper seconded.
Resolution 19-287: Request for Proposals(RFP)for the preparation of a transfer station feasibility
study for Lewis County Solid Waste. Bids are due to Public Works by 3 p.m. Nov 4, 2019.
Josh Metcalf, Director of Public Works,spoke to the resolution He said a professional engineering
consultant in needed to provide Engineering and/or Architectural Services for the preparation of a
feasibility study
Motion passed 2-0.
CONSENT ITEMS
Commissioner Fund made a motion to approve minutes from the September 30,2019, meeting as well
as Resolution 19-288. Commissioner Stamper seconded.
Resolution 19-288: Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 819,781-819,952 and
direct disbursements numbered 1272-1275, 1277-1280, 1282, 1284, 1285, 1287, 1288, 1290, 1295,
1321-1323, 1332, 1338 and 1340 were issued the week of Sept 23 and 30 for payments against the
county totaling$2,272,325.74. She noted a skip in sequence for warrants 819,767-819,780,which were
issued on behalf of Special Purpose Districts.
Motion passed 2-0.
HEARINGS
Resolution 19-289: Approval of proposed modifications to the Vader-Enchanted Valley Water System
Fee and Rate Schedule.
Commissioner Stamper introduced the hearing.
Senior Utility Engineer Betsy Dillin gave the staff report Betsy discussed proposed increases to the base
and usage charges She said the increases would take effect in January 2020.
Commissioner Stamper said he is concerned about individuals on fixed incomes He also asked whether
there had been any feedback when the proposed changes were presented to the Vader City Council
Josh Metcalf said one person voiced concerns about the rate increases the previous week
Commissioner Stamper asked if there were any questions

County Manager Erik Martin asked Betsy to expand on why the increases are needed Betsy Dillin said
the increases are needed to cover costs the county incurs
Citizen Robert Goff said he was told the increases were linked to a study, not incurred costs
Betsy said Public Works has reviewed the process and finds that it is better to roll out small increases
throughout the year rather than one giant increases that encompasses all of the charges
Ron Averill of Centralia noted that there are operations and personnel costs that have to be covered.
Commissioner Stamper closed the question-and-answer portion of the hearing.
Betsy asked that her previous comments be adopted into the record.
Commissioner asked if anyone wanted to speak for or against the resolution.

Commissioner Stamper closed the hearing.
Commissioner Fund made a motion to approve Resolution 19-289. Commissioner Stamper seconded.
Motion passed 2-0.
Resolution/Ordinance 19-290: Hearing for the Lewis County 2019 budget related to emergency and
supplemental appropriations to and transfers within Current Expense and other funds.
Commissioner Stamper introduced the hearing
County Manager Erik Martin and Budget Services Manager Becky Butler gave the staff report Erik said
the amendment reflects expenditure increases totaling$901,520 and revenue increases totaling
$1,350,698, for an estimated fund balance increase of$449,178.
Becky discussed the increased expenditures and revenues outlined in the amendment
Commissioner Stamper asked if there were any questions There were none.
Commissioner Stamper then closed the question-and-answer portion of the hearing
Becky Butler and Erik Martin asked that their previous comments be adopted into the record.
Commissioner Stamper asked if anyone wanted to speak for or against the resolution
No one spoke.
Commissioner Fund noted that it's good news to have the additional revenue
Commissioner Stamper closed the hearing.
Commissioner Fund made a motion to approve Resolution 19-290. Commissioner Stamper seconded.
Motion passed 2-0.

ANNOUNCEMENTS
Commissioner Fund discussed the Onalaska Apple Harvest Festival,which took place over the weekend
Commissioner Fund invited the public to the monthly Mayors' Meeting
Ron Averill of Centralia invited the public to the Night of Magic at the Twin City Senior Center on Oct 19
Peter Lahmann of the Lewis County Historical Society invited the public to the Oct 12 showing of the
"Labor Wars" movie at the Chehalis Theatre
PRESS CONFERENCE
Commissioner Fund invited the public to the upcoming all-day Budget meetings on Oct 10 She also
discussed the previous week's Cold Weather Shelter planning meeting.
ADJOURNMENT
The BOCC Business Meeting adjourned at 11 03 a m ,with the next Business Meeting scheduled for
10 a.m. Monday, October 14, 2019, in the Commissioners' Hearing Room (Room 223)
