2019-10-14 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes October 14, 2019 Present Commissioner Stamper, Commissioner Fund Absent Commissioner Jackson Recorder Rieva Lester Commissioner Stamper called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute PUBLIC COMMENT None PRESENTATION Commissioner Fund made a motion to approve a proclamation recognizing October 2019 as Disability Employment Awareness Month. Commissioner Stamper seconded. Proclamation recognizing October 2019 as Disability Employment Awareness Month. Sara Sons discussed the value of inclusion in the work force. Morgan Hunter of the Lewis County Autism read the proclamation into the record Michael Wind and Jerry Mullin discussed their work with individuals with special needs. Motion passed 2-0. CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the October 7, 2019, meeting as well as Resolution 19-291. Commissioner Stamper seconded. Resolution 19-291:Approval of warrants/claims against the various county departments. 1 Chief accountant Suzette Smith, representing the Auditor's Office,said warrants 819,988-820,168 and direct disbursements numbered 1358-1359 were issued for payments against the county totaling $1,164,254.84. She said payroll/tax deposit warrants numbered 795,714-795,718 and Automatic Deposits 3142-3745 also were approved for payments against the county totaling$1,605,111.99. Suzette noted a skip in sequence for warrants 819,953 through 819,987,which were issued on behalf of Special Purpose Districts Motion passed 2-0. DELIBERATION ITEMS Commissioner Fund made a motion to approve Resolutions 19-292 through 19-296. Commissioner Stamper seconded. Resolution 19-292:Amend the end date of Resolution 11-439 committing fund balance for Solid Waste Capital Improvements into a Capital Improvement account within Solid Waste Fund 401 Josh Metcalf, Director of Public Works, spoke to the resolution. He said the resolution amends the end date Resolution 19-293• Approve an amendment to the agreement between Lewis Count and the City of Tacoma Department of Public Utilities, Light Division (also known as Tacoma Power). Budget Services Manager Becky Butler spoke to the resolution Resolution 19-294: Approve a state-mandated salary adjustment for the Prosecutor. HR Specialist Daleyn Coleman spoke to the resolution Resolution 19-295: Appoint 10 individuals to the Lewis County Citizens'Commission on Salaries for Elected Officials (Salary Commission). Commissioner Fund briefly spoke to the resolution.Salary Commission appointees Martha Hunt, Eric Carlson and Bob Berg introduced themselves Resolution 19-296.Approve a memorandum of understanding(MOU) between Lewis County and Lewis County Public Works to accept funding under RCW 82.14.370"Distressed Counties.09%Fund" for the North Lewis County Industrial Access project. Commissioner Fund spoke to the resolution She said the project is designed to help ease traffic congestion 2 Motion passed 2-0. ANNOUNCEMENTS Commissioner Fund discussed the previous week's Timberland Regional Library meeting She said the group indicated it has no plans to close any libraries Commissioner Fund also discussed the importance of breast cancer awareness Commissioner Stamper discussed the upcoming Farm Bureau meeting and the seniors' Night of Magic events Ron Averill of Centralia and Commissioner Fund discussed the previous weekend's murder-mystery dinner fundraiser in Winlock. Ron invited the audience to the upcoming Night of Magic dinner show. PRESS CONFERENCE No questions from the press.
