2019-10-21 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes October 21,2019 Present. Commissioner Jackson, Commissioner Stamper, Commissioner Fund Recorder Rieva Lester Commissioner Jackson called the meeting to order at 10 a.m , determined a quorum and then proceeded with the flag salute PUBLIC COMMENT None EMPLOYEE RECOGNITION The commissioners recognized and honored the following Lewis County employees for employment milestones and achievements. Five years of service:Treasurer's Office employee Cindy Bowman and IT employee Nathan Kunishige 20 years of service. HR employee Daleyn Coleman, Community Development employee Curt Manchas and Clerk's Office employee Ruth Allison 25 years of service.Solid Waste employee Christy Fay. 30 years of service:Auditor's Office employee Larry Grove and IT employee Jeff Pinkerton Employee of the quarter:Coroner's Office employee Stephen Wilson,who was nominated for his work to reconstruct a decedent so the individual's family could view and identify the body Above and beyond: IT employee Camren Prater; Fair employee Pat Slusher,Juvenile employee Kayla Hoke; IT employee Jeremy Mannikko, IT employee Janelle Lindsey; Motorpool employee Trevor Yungdahl; Public Health and Social Services employee Ed Mund;Auditor's Office employees Michelle Sauter and Renee Shepherd, IT employee Dirk Haney, Public Works employees Megan Sibbert and Rhonda McKinley, Sheriffs Office employees Sandy Lupo and Lori Pulver and Department of Emergency Services employee Cheryl Millman, and Public Works employee Dan Anderson PRESENTATIONS Commissioner Stamper made a motion to approve two proclamations. Commissioner Fund seconded. 1 Proclamation recognizing October 2019 as Breast Cancer Awareness Month. Commissioner Jackson read the proclamation into the record Proclamation recognizing Oct. 26, 2019, as Matilda Jackson Legacy Day. Commissioner Fund read the proclamation into the record She invited the audience to attend the 2 p.m. Oct. 26, 2019, event commemorating Matilda Jackson Motion passed 3-0. NOTICE ITEMS Commissioner Fund made a motion to approve Resolutions 19-297 through 19-299. Commissioner Stamper seconded. Resolution 19-297: Notice of public hearing for Ordinance 1308,which would renew the moratorium upon certain building permits within the boundaries of Water-Sewer District#5.The hearing will take place in the Commissioners' Hearing Room on or before 10 a.m. Nov. 4, 2019. Lee Napier, Director of Community Development, spoke to the resolution She said the hearing will be Nov 4, 2019 Resolution 19-298: Approving a call for bids for five(5)40 FT waterproof storage containers for the Public Works Maintenance Division. Bids are due to the Clerk of the Board by 11 a.m. Nov. 12, 2019. Josh Metcalf, Director of Public Works, spoke to the resolution. He said the waterproof storage containers will meet maintenance needs He said FEMA funding will be used to purchase the containers, which will be located in Mineral and Lincoln Creek as well as the Area 5 shop and the Area 3 shop Resolution 19-299: Issuing a Request for Proposal (RFP)from qualified consulting firms to conduct a market demand and financial feasibility study and develop a master plan linked to economic development for the Southwest Washington Fairgrounds. Proposals are due to Fairgrounds Manager Tamara Hayes by 3 p.m. Nov. 15, 2019. Fair Manager Tamara Hayes spoke to the resolution She said she believes the last time a master plan was created was 2003 Tamara said the process will include public meetings 2 Motion passed 3-0. CONSENT ITEMS Commissioner Stamper made a motion to approve minutes from the October 14,2019, meeting as well as Resolution 19-300. Commissioner Fund seconded. Resolution 19-300:Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office,said warrants 820,198 through 820,646 were issued the week of Oct. 11 for payments against the county totaling$734,137 05 She noted a skip in sequence for warrants 820,169-820,197, which were issued on behalf of Special Purpose Districts Motion passed 3-0. DELIBERATION ITEMS Commissioner Fund made a motion to approve Resolutions 19-301 through 19-304 and Resolution 19- 306. Commissioner Stamper seconded Resolution 19-301: Approving an agreement between the Washington State Military Department and Lewis County Department of Emergency Services, Radio Services Division,for FFY 2019 State Homeland Security Grant Program(19HSGP) Funding Assistance. Steve Mansfield, Director of Emergency Services, spoke to the resolution Resolution 19-302.Approving the Lewis County Water District#1 Water System Comprehensive Plan. Josh Metcalf, Director of Public Health,spoke to the resolution Josh said Public Health and Public Works have approved the district's plan and recommend approval Resolution 19-303•Approving a Personal Services Agreement between Lewis County and Robert K. Weidner. Commissioner Stamper spoke to the resolution. He said Robert Weidner is the county's lobbyist for timber in Washington, D C He noted that Robert lobbies for Secure Rural Schools and Payment in Lieu of Taxes(PILT)funding 3 • Resolution 19-304:Accepting a grant from the Washington State Department of Commerce to conduct a long-term feasibility study and develop a master plan for the Southwest Washington Fairgrounds. Steve Walton, Director of Central Services, spoke to the resolution. He said the grant provides the funding totaling$100,940 for the RFP Tamara Hayes discussed earlier in the day. Resolution 19-306: List the bids received and contractor selected for the Sand Sheds Construction Project. Josh Metcalf, Director of Public Works, spoke to the resolution He said the county received four bids for the sand sheds project He said the apparent low bidder was Bishop Contracting, which submitted a bid of$239,148 91 He said Public Works recommends approval of the contract to Bishop Contracting Motion passed 3-0. ANNOUNCEMENTS Commissioner Fund and Commissioner Stamper discussed the Lewis County Seniors' Night of Magic fundraiser that took place Oct 19 Peter Lahmann invited the group to the Oct 22 Grays Cemetery dedication at the Historical Museum Tamara Hayes invited the audience to the Oct. 26 garage sale at the fairgrounds.
