2019-09-23 Code Enforcement updateCode Enforcement update September 23, 2019 2:30 p.m. Present: Commissioner Jackson, Commissioner Stamper (by phone), Commissioner Fund, Bill Teitzel, JP Anderson, Erik Martin (2:56 p.m.) Recorder: Rieva Lester Commissioner Jackson said Jeff Medicine Bear has concerns about his property on Nelson Road in Winlock. Bill Teitzel said it is an owner-tenant civil dispute related to the unpermitted mobile home on the property. Bill gave updates on the following: 405 Leudinghaus Rd., Chehalis: Flat track was constructed 19 years ago and appears virtually unchanged. Bill said it appears that there is no commercial activity. Track appears to pre-date shorelines rules. Track could be affected by potential noise ordinance. 237 Bremgartner, Winlock: Complaint centers on use of easement and appears to be a civil matter. Community Development likely will issue a temporary occupancy certificate. 108 Rose Marie Dr., Chehalis: Animal issues and a lack of city water. Old dog no longer is there. New dog may be a potentially dangerous animal related to a bite complaint. Beach Street, Centralia: Gary Viggers has blocked access in an unmaintained county right of way. 163 Hideaway Lane, Packwood: Owner filled in area that had blown out and has since corrected the problem. 128 Oyler Rd., Ethel: Infractions have been issued for junk vehicles, solid waste, etc. Erik Martin joined at 2:56 p.m. 674 Frost Rd., Toledo: Unclear whether RVs are being lived in. Pleasant Valley Road, Mineral: Complainants aren’t satisfied with actions regarding animal-at-large issues. 149 Mineral Hill Rd., Mineral: Complainants are not satisfied with actions regarding animal-at-large issues and also have concerns about a structure that had collapsed and needs to be cleared. 138 Shelton Rd., Randle: Several infractions have been issued. It appears to be an unpermitted RV site. Vista Way, Packwood: Second citation for building a house without a permit. 1099 Garrad Creek Rd.: Owner is working to fix a wetlands trenching issue. Vintage in Chehalis: Tenants have been complaining about continuous bed bug infestations. Snodgrass Road, Salkum: Litterer was issued a civil infraction. Graff Road, Centralia: Litterer was issued a civil infraction. Phylis Moss: Friendly dogs were excited and jumped on a woman checking her mail. Complainant has now retained an attorney. Does not meet the determination of dangerous dogs, based on the victim’s statements to the responding officer. May be a civil matter. Commissioner Stamper left at 3:17 p.m. JP Anderson said there have been concerns voiced regarding bridges for cows on Salzer Valley. The group discussed leaving the complaint prioritization up to Bill and JP. Meeting ended at 3:29 p.m.
