2019-10-07 Update with County ManagerUpdate with County Manager October 7, 2019 11:19 a.m. Present: Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Eric Eisenberg, Josh Metcalf, Tawni Shepherd Guest: Dr. Lindsey Pollock Recorder: Rieva Lester Personnel At 11:21 a.m., Commissioner Stamper announced that the Board was going into Executive Session under RCW 42.30.110(1)(i) for 10 minutes to discuss pending or potential litigation. At 11:31 a.m., the Board extended Executive Session for 5 minutes. At 11:36 a.m., the Board extended Executive Session for 5 minutes. At 11:41 a.m., the Board extended Executive Session for 5 minutes. Executive Session ended at 11:46 a.m. Commissioner Stamper noted that no decisions had been made. Josh Metcalf and Eric Eisenberg left at 11:47 a.m. Strategic Planning Erik Martin said the Strategic Planning Advisory Committee met with Tanner the previous week. 911 / Department of Emergency Services Erik said he met with TCOMM reps the previous week. He said they are moving forward with the feasibility study. HR Erik said CBA negotiations continue. He said a number of individuals have moved to the Teamsters Combined group. Central Services Fair feasibility study: Erik said the RFP for the feasibility study is scheduled to go out Oct. 14. Senior center project: Erik said the county may do an overlay instead of tearing up the old flooring. CFP: Erik said the group is finalizing its plan. IT Switching project: Erik said new switches are needed for an upcoming server project. He said the cost could be up to $700,000. He said it would be a two-week project if the county uses a vendor. Erik said he’d like the board to create a policy related to setting aside funding for technology upgrades. Risk Claims denial: Erik said he would propose the BOCC consider setting a policy that would give the Risk manager authority to deny claims. Tawni Shepherd said she has two claims for which she is recommending denial: • Jail property: An individual claims the jail lost his driver’s license. Tawni noted that the county isn’t the entity that took the individual into custody. • Paint claim: An individual claims his vehicle was damaged during a Roads project. The commissioners directed Risk to work on a policy giving the Risk manager authority to deny claims of up to $40,000 (or whatever the match for approval is). Commissioner Fund and Commissioner Stamper approved denying the two aforementioned claims. Drug and alcohol policy: No update at this time. Tawni Shepherd left at 12:06 p.m. Public Works Erik said Josh Metcalf has a potential candidate for the Airport manager position. Meeting ended at 12:10 p.m.
