Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper (by phone), Steve
Mansfield, Archie Smith (4:06 p.m.)

Steve Mansfield discussed a recently hired employee. He said
the individual started as a dispatch employee. He said he
would like to move the individual to the Emergency
Management coordinator position. Steve said the budget
difference would be roughly $44,000. He said the move would
help fill the need for transition planning.
Archie discussed the possibility of an MOU regarding Jill
Kangas’ position in the future.
Commissioner Fund, Commissioner Jackson, and Commissioner Stamper approved of moving the
individual to the Emergency Management coordinator position.
Archie left at 4:25 p.m.
Steve said the user groups are ready to sign the interlocal agreement (ILA).
He reviewed some of the points included in the ILA, including cost-sharing, strategic planning,
maintenance and support for infrastructure, etc.
He discussed the need for an independent study regarding the command center. He said it would be
best to do it together with everyone in the county involved.
Steve discussed the need for the user members to work as a group to determine what services they
want and/or don’t want.
