NOTICE ITEMS
Rieva Lester discussed a call for bids for official newspaper to
publish all of Lewis County's legal and other official notices for
one year beginning July 1, 2018.
DELIBERATION ITEMS
Archie Smith discussed a resolution to approve a Collective
Bargaining Agreement between Lewis County & Teamsters
representing the Sheriff’s Office Corrections Sergeants for 2018
& 2019. He said the resolution includes salary increases.
Commissioner Jackson arrived at 9:04 a.m.
Archie Smith discussed a resolution to update the Lewis County Employee Handbook. He said it
addresses sick leave. Becky Butler asked if the employee handbook could reflect start dates. The
commissioners supported the idea.
Commissioner Stamper left at 9:06 a.m.
JP Anderson discussed a resolution to approve an additional $50 for the Lewis County Public Health &
Social Services Department petty cash fund. He discussed the need for a cash drawer.
Lee Napier discussed a resolution to reappoint Lorie Spogen to the Planning Commission.
Commissioner Stamper returned at 9:10 a.m.
Tim Fife discussed a resolution to approve Local Agency Agreements and Federal Aid Project
Prospectuses between Lewis County and Washington State Department of Transportation (WSDOT) for
six federally funded road projects. Tim said the projects include Eshom, Pleasant Valley, Stowell,
Townsend Bridge, Highway Safety Phase I and Highway Safety Phase II.

Steve Mansfield discussed a resolution to adopt Interlocal agreements between 911 Lewis County
Communications and the partner/subscriber agencies. Steve said those who don’t sign won’t have a
contract and therefore there would be no guaranty as to what their rates would be.
Commissioner Jackson made a motion to move one (1) Notice item, two (2) Consent items, and six (6)
Deliberation items to the Monday, Feb. 5, BOCC agenda.
Commissioner Stamper seconded the motion.
Motion passed 3-0.
Roundtable
Paulette Young announced that she has submitted her resignation. She said her last working day will be
Feb. 28 with her last day as April 2. Archie said a recruitment notice would be sent out – likely later in
the day – internally and externally.
Paulette, Steve Mansfield, Steve Wohld, Becky Butler and JP Anderson discussed emergency
preparedness and the need for continuity. Steve discussed the benefits of Lewis County Alert.
Becky discussed the need for better communication with the employees and the need for a policy
addressing the use of vacation time, etc. during emergency situations.
Becky said the year-end wrap-up continues. She said Munis will be used to build the 2020 budget.
Sheila Gray said a Gardening for Everyone event is planned.
Archie Smith discussed new sick leave laws. He said he will hold training classes for managers /
supervisors to address the new laws.
Archie said he and Daleyn Coleman plan to attend a Society of Human Resource event in Olympia on
Feb. 1.
Commissioner Jackson said he would be out of the office until Feb. 6.
Commissioner Fund discussed her meeting the previous day with Kirk Pearson of the USDA. She said he
is interested in discussing broadband needs and opioid abuse and will attend the March Mayors’
Meeting.
