Lee provided an overview of the progress made to implement SB 6091. This included:
• Creation of a dedication section on the CD website.
• GIS is working on a "local" map which will replace the link to the Ecology map.
• Staff developed a handout. Originally designed to help the Permit Center; however the format is
something the public may also find helpful.
• Commissioner Stamper asked for clarification regarding existing wells. Lee explained that
existing wells are grandfathered in the new legislation. A building permit applicant, at the time
of application, must bring in a well log. If they cannot locate a well log, a pump test is another
option.
• All other new building permit applications, must submit a well log, at the time of application for
any construction proposed and wells drilled after January 19th.
• The fee schedule will also be updated to reflect the state mandated fee associated with the
legislation.
Commissioners asked customer response. At this time, only one contractor has complained. Lee is
reaching out to realtors to clarify concerns they have expressed through third party. If an applicant is
concerned with the wait time for a well driller, Lee reminded the Commissioners that her office, through
the process improvement work, has initiated a master site plan review. This process includes review of
the areas which can create delays. They include: critical areas, wetland report, geotechnical reports,
flood certificates, private road improvements, grading with a SEPA and stormwater.
Lee also noted that identifying know problem areas, may be something the county ought to consider.
