2018-02-12 Special Health Update Special Health Update Minutes 2/12/18 Start Time: 4:15 Time Ended: 4:27 Present: Commissioner Stamper Commissioner Jackson Commissioner Fund Danette York Recorder: Sandi Andrus Personnel Information: Danette informed the BOCC that she needs to lay off one .8 FTE WIC Health Services Worker. Caseload for WIC has gone down nationwide as well as locally. It may be due to the process clients must go through to get their food. Danette anticipates the case load may go up some after WIC begins using cards similar to EBT cards. Since our caseload has dropped, we do not need that many FTE’s to do the work as we receive funds from the State only for our caseload. Danette proposed laying off the last one hired. February 28 will be her last day. Melissa is researching how many FTE’s we should have with our caseload. Melissa has shared information with her staff and they are aware that layoffs could happen. This should save us about $50,000 but we will still be approximately $97,000 in the red after the layoff. We also have a .75 FTE health educator who does the Snap Ed program to educate people about nutritious eating. This has not been very successful as we don’t have many people attending the classes. That work could be done under the WIC program. This would offset the budget by rolling Snap Ed under WIC and lay off the health educator. That would put us only about $25,000 in the red which is what we usually have. There is about $146,876 in indirect funds that get applied to WIC which includes interfunds and some administrative staff. WIC receives enough funds to pay salary but the overhead is what we need help with from Current Expense. Commissioner Fund agreed that if the caseload is not there, we do not need the FTE’s. Danette and Melissa will meet with the employee to let her know about the layoff then let the Commissioners know about the Snap Ed piece. This change would mean helping the WIC program.
