Archie Smith discussed a resolution to update of the Lewis County Employee Handbook. He said the changes include new language about courthouse closures. Becky asked what would be done for other elected offices. Archie said employees could access vacation or compensatory time to cover the time. Commissioner Stamper arrived at 9:26 a.m. Archie Smith discussed a resolution to approve a Collective Bargaining Agreement between Lewis County & Teamsters 252 representing Juvenile Detention group for calendar years 2016-19. Danette York discussed a resolution to approve Professional Services Contract between Lewis County and ESD 113. She said ESD 113 will have early intervention in schools for mental health and chemical dependency. Dusty Breen discussed a resolution to approve the purchase of Livescan equipment and support between the Lewis County Sheriff's Office and Crossmatch. Erik Martin discussed a resolution to reject all bids for the Graf Road MP 1.01 Culvert Replacement Project. Erik Martin discussed a resolution to accept an offer to purchase surplus property located on Roundtree Road, Boistfort subject to conditions of LCC 3.30.400. He said the bid was for $51,000. He said another bid, for $52,000, has been received. Erik Martin discussed a resolution to cancel a delinquent accounts receivable invoice from the Roads Fund 117. He said PUD does not want to pay until it uses the conduit Public Works installed. Erik Martin discussed a resolution to approve a Final Contract Voucher Certificate for the 2017 Chip Rock Proposal. Erik Martin discussed a resolution to list bids and contractors selected for the 2018 Rock Proposal. Becky Butler discussed a resolution to close the Cumulative Reserve for the Southwest Washington Fair Entertainment Fund No. 197. Commissioner Jackson made a motion to move one (1) Notice item, two (2) Consent items and 10 (ten) Deliberation items to the Monday, Feb. 26, BOCC agenda. Commissioner Stamper seconded the motion. Motion passed 3-0. Erik Martin said road crews are out in full force to contend with the snow. Danette York said eight food establishments have yet not paid for their permits. She said closures were supposed to take place Feb. 21, but that was postponed due to inclement weather. She said the Women, Infants, Children (WIC) budget forced the layoff of two employees. Becky Butler said year-end work continues. She said the first 2018 amendment will be April 9. Susan DeLaire left at 9:56 a.m. Steve Wohld said IT will be working on inventory for IT rates. Danette left at 9:59 a.m. Becky said Facilities will adjust its rates to reflect the space changes. Sheila Gray said Forester Patrick Shults has joined WSU. Archie Smith said Paulette Young’s going-away party will be 11 a.m. to 1 p.m. Feb. 28. Rieva Lester thanked the departments that have sent in their updated emergency plans. Commissioner Jackson discussed his tour of the Bonagofski property. Erik Martin said he has heard from individuals interested in leasing the property. Commissioner Jackson gave an update on Twin Transit. Commissioner Stamper thanked the roads crews for their sanding and gravel work. Steve Mansfield discussed his work on the 911 interlocal agreement (ILA). Meeting ended at 10:16 a.m.
