2018-02-21 ESC MeetingESC Meeting February 21, 2018 8:15 a.m. Present: Commissioner Jackson, Arny Davis, Sheila Gray, Tawni Shepherd, Shad Hail, Steve Mansfield, Suzette Smith, Steve Walton, Janelle Kambich, Graham Gowing, Archie Smith, Lee Napier, Erik Martin, Hazel Dibble, Steve Wohld, Scott Tinney, Danette York, Commissioner Fund, Becky Butler (8:18 a.m.), Larry Grove (8:19 a.m.), Megan Sibbert (8:37 a.m.) Guest: Linda Williams Recorder: Rieva Lester Steve Wohld made a motion to approve the October 2017 minutes. Archie Smith seconded. Motion passed. Erik Martin made a motion to approve the January 2018 minutes. Steve Wohld seconded. Motion passed. Suzette Smith said training for Munis training begins the following week. Commissioner Fund said ESC members will soon receive an FYI copy of the county manager recruitment notice. Becky Butler arrived at 8:18 a.m., and Larry Grove arrived at 8:19 a.m. Erik Martin said Public Works will need to begin charging for real estate services. He said a work order process will be developed. Suzette said Munis may make it easier to track as it will allow employees to charge their time to the appropriate funds. Suzette discussed automatic deposits. She said pay days will be the 10th and 25th of each month. She said she plans to send to employees a memo March 5 outlining the switch to bi-monthly payrolls. Janelle Kambich asked if the switch would have to be bargained. Archie Smith said it does have to be bargained and that he is working with the unions. Archie urged ESC members to sign up for classes regarding paid sick leave planned the following week. Steve Mansfield discussed the need for all offices and departments to create a Continuity of Operations Plan. He said the plan should include essential functions – what needs to be done and who will do it – as well as a succession list. Megan Sibbert arrived at 8:37 a.m. Steve Mansfield said it also is important to encourage employees to institute emergency planning at home. Steve Wohld said county employees can access email at webmail.lewiscountywa.gov using their county credentials. Steve urged ESC members to use the Lewis County Alert system. Steve Walton suggested keeping a hard copy of checklists, all-call features, etc. Steve Wohld said IT will begin carrying identification in an attempt to thwart cyberattacks. Suzette urged ESC members to turn in any 2017 receivables and payables. Megan Sibbert said Munis goes live April 1. She said end-user training is set for March 12-23. Shad Hail said Juvenile’s new medical and mental health programs kicked off the previous week. Tawni Shepherd said Paulette Young’s last working day is the following week. Arny Davis said tax statements were delayed and will be sent out Friday. Commissioner Fund said jail medical and indigent defense bills died. Meeting ended at 9:03 a.m.
