2019-10-28 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes October 28, 2019 Present Commissioner Jackson, Commissioner Stamper, Commissioner Fund Recorder. Rieva Lester Commissioner Jackson called the meeting to order at 10 02 a m , determined a quorum and then proceeded with the flag salute PUBLIC COMMENT None NOTICE ITEMS Commissioner Fund made a motion to approve Resolutions 19-307 through 19-308. Commissioner Stamper seconded. Resolution 19-307. Call for bids for the 2020 Rock Proposal. Bids are due to the Clerk of the Board by 11 a.m Nov 12, 2019 County Engineer Tim Fie spoke to the resolution He said the rock is for the county's 3R program. Resolution 19-308: Notice of public hearing and proposed action to adopt a system of special assessment applicable to parcels within Lewis County Flood Control District 1, located in southern Chehalis and surrounding areas.The hearing will take place in the Commissioners' Hearing Room at or after 10 a.m. Nov. 25, 2019. Chief Civil Deputy Prosecuting Attorney spoke to the resolution He said the County Engineer has supplied a proposed special assessment and that a hearing will be held Nov 25 He noted that notice also will be sent to affected property owners Motion passed 3-0. 1 • CONSENT ITEMS Commissioner Stamper made a motion to approve minutes from the October 21, 2019, meeting as well as Resolution 19-309. Commissioner Fund seconded. Resolution 19-309:Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 820,737 through 820,933 were issued the weeks of Oct 14 and 21 for payments against the County totaling$627,198.70. She noted a skip in sequence for warrants 820,647 through 820,736, which were issued on behalf of Special Purpose Districts Motion passed 3-0. DELIBERATION ITEMS Commissioner Fund made a motion to approve Resolution 19-305 and Resolutions 19-310 through 19- 312. Commissioner Stamper seconded. Resolution 19-305:Approving a Contract to Provide Elevator Maintenance Services. Central Services Director Steve Walton spoke to the resolution He said the resolution approves a five- year contract with Thyssen-Krupp, which will provide free services for November 2019 and November 2020 Steve said Thyssen-Krupp provided the lowest responsive bid for the contract Resolution 19-310: Quarterly declaration of surplus personal property for items valued at less than $2500. Central Services Director Steve Walton spoke to the resolution He said the bulk of the list is for surplus miscellaneous items from the Sheriff's Office. Resolution 19-311: Resolution to approve a collective bargaining agreement(CBA) between Lewis County and the Lewis County Dispatchers Guild from ratification through 2022. HR Generalist Daleyn Coleman spoke to the resolution. She outlined the changes the new CBA includes Resolution 19-312: Declare the intent of Lewis County to adopt legislation and to authorize a sales and use tax for affordable and supportive housing in accordance with Substitute House Bill 1406. 2 Public Health and Social Services Director JP Anderson spoke to the resolution He said the county will withhold a portion of the sales tax already being collected. He outlined some of the ways in which the funding could be used. Eric Eisenberg noted that the resolution does not increase taxes, it merely changes who will collect it. Motion passed 3-0. ANNOUNCEMENTS Commissioner Stamper thanked Steve Mansfield and the others who worked to secure the CBA passed earlier in the day Steve Mansfield discussed the work on the agreement Steve Mansfield also discussed the annual flood meeting scheduled for Oct. 29. Commissioner Fund discussed the Matilda Jackson Legacy Day event that took place Oct 26 Peter Lahmann invited the public to a trick-or-treating event Oct 31 in Centralia. Peter also thanked the county for the recent levee tour. Bob Guenther thanked the commissioners for their participation in the recent pipeline project summit. He said work on the project continues.
