Fund, Commissioner Robert C. “Bobby” Jackson, Commissioner Gary Stamper, Pe Ell Mayor Lonnie Willey, Toledo Mayor Steve Dobosh, Napavine Mayor Pro Tem Jim Haslett, Winlock Council member Anne Randt, Centralia City Manager Rob Hill, Chehalis Mayor Dennis Dawes, Vader Mayor Ken Smith, Centralia Mayor Lee Coumbs, Mossyrock Mayor Randall Sasser, Southwest Washington Outreach Director Dena Horton of Sen. Cantwell’s office, District Director Shari Hildreth of U.S. Rep. Herrera Beutler’s office, Lewis County Community Development Director Lee Napier, Lewis County Health and Social Services Director Danette York, Matt Matayoshi, Wes Anderson of the Washington State Department of Transportation (WSDOT), Lewis County Emergency Services Director Steve Mansfield, Kierra Phifer of Senator Murray’s Office. Guests: Various members of the public and media Recorder: Candy Hallom Emergency Management Annual Report Steve Mansfield discussed the Continuity of Operations (COOP) plan required by federal government. It requires local jurisdictions to have this planning. Steve Mansfield showed the plan that Lewis County has put together. He spoke to the ten key components of a COOP plan. • Essential Functions • Order of Succession • Delegation of Authority • Continuity Facilities • Continuity Communications • Vital Records management • Human Capital • Tests, Training, and Exercise • Devolution of Control and Direction • Reconstitution Steve Mansfield stated this is not something that he will be able to put together for the Cities. Steve stated this will be required information while working to develop the Emergency Management Plan. Round Table 2 Lonnie Willey provided an update on what is going on in Pe Ell. Dennis Dawes updated the Mayors on what is happening in Chehalis. Ken Smith stated things are quiet in Vader, they just received their seventh new home request. He also invited everyone to the May Day celebration on May 5th. Matt Mattayoshi discussed a “smart tank” event on June 8th and 9th. He stated the EDA contacted him regarding a funding opportunity to be used for flood mitigation that is connected to Economic Development. EDA also has funding to help replace coal funding. EDC is planning on applying for the coal replacement funding. Lee Coumbs updated on what is happening in Centralia. He spoke about the George Washington statue. He noted that Centralia is not taking over the fairgrounds. The City is only annexing the property into the city limits. Rob Hill discussed the Emergency Shelter and felt that it was a great success and thanked the county for allowing that project. He also discussed the sports hub and how much that facility is helping the community. He stated Centralia Station is moving forward. Jim Haslett stated it has been a little over a year since the council has been appointed and Napavine has been restructuring ever since. They are getting a lot done in the City of Napavine. Steve Dobosh provided an update on the City of Toledo. Randall Sasser discussed their concerns regarding the lake. This will likely impact tourism in Mossyrock this year. Dena Horton provided an update on what Senator Cantwell has been working on which includes the expansion of affordable housing credits. Senator Cantwell is also working on Transportation, and Dena provided an update on those projects. Anne Randt provided an update on the City of Winlock. Kierra Phifer provided an update on Senator Murray’s activities. Wes Anderson updated the mayors on the Chamber Way project. Shari Hildreth provided an update on Rep. Herrera Beutler’s office.
