Strategic Planning Commissioner Fund spoke about strategic Planning. She indicated getting to “yes” is the goal. Fill and Grade – Commissioner Stamper said 50 yards of fill is too little to require a permit. He asked if the threshold to require a permit could be increased. He expressed concern over the price of fill and grade permits. He is mainly concerned about requiring a fill and grade permit when constructing a driveway. Commissioner Stamper asked if Lewis County’s requirements mirrored other counties. Park Models – Commissioner Stamper spoke with Doyle earlier today (4/24/18). Cowlitz has a defined park model designation/RV section in code. He asked if Lewis County could find a similar solution to Cowlitz County, possibly meaning revising current LC code. Lee explained there is a process to change county code. Commissioner Stamper would like Doyle to meet with Mr. Hinkley ASAP to offer suggestions to him. Commissioner Stamper indicated the deck permits in Mr. Hinkley’s RV park are understandable. Constituent Follow-Up – Lee spoke to Reggie Hamilton about getting the process improvement/lean group back together. A discussion was had about bringing the consultant from Impact Washington back. Commissioners Jackson and Stamper think that would be a good idea. Commissioner Stamper would like to organize a group of stakeholders to discuss process improvement. Commissioner Fund would like to be able to show progress and the successes along the way. Office of the Chehalis Basin – Commissioner Fund would like to “stay on top of it.” Lee said the Dept. of Ecology will be reaching out the Lewis County. County Expediter – the permit review process has been changed and will continue to do so. Successional planning is being addressed, as well. Lee thinks an extra or added planner may be helpful. She noted allowing citizens to view the status of permits online may be useful/helpful. Commissioner Fund agreed. Bottlenecks – Lee indicated planning is the most time consuming. Answering customer questions is a large portion of the planner’s day, which decreases the time to complete planning reviews. Commissioner Stamper asked if CD can rush failing septics. CD does attempt to rush failing septics due to health and safety concerns. Staff Recommendations – Lee said CD is getting input from staff about process improvement. Commissioner Fund would like CD to come back with action items concerning the above items. Commissioner Stamper would like CD to contact the process improvement team. Commissioner Stamper would like the ability to process an easy permit over the counter.
