Jonathan Meyer said JNET’s recent arrests have put the county
at 94 percent of its interpreter budget.
Jonathan said the county received no applicants for the civil
DPA III position. He also briefed the commissioners on new
hires and promotions.
Jonathan said the county’s is expected to receive more money
in its victim compensation fund (Fund 137) due to a change in
the statute.
Jonathan said May 22 is the deadline for Onalaska Water-Sewer District 5 to fill its vacancy.
Jonathan said he has spoken to a firm from New York that is overseeing opioid litigation. He said the
firm would not charge unless the government entities win, and that the firm’s cut would be 25 percent
of the net. Jonathan said the law firm would need to coordinate with the jail and the coroner, etc. to
obtain statistics needed for the litigation.
Jonathan said he approves of the contingency loan agreement. He said the BOCC said the construction
priority list and .09 also would be addressed.
Eric Eisenberg discussed freeholder correspondence with Eric Duerst.
Eric said he is working on the ATV ordinance. He said Health is interested in pursuing a vaping ordinance.
Eric said the county pays rent to Centralia for the solid waste site. He said the county should have a
backup plan, such as plans for a second site in case Centralia cannot waiver on its $22,000-a-month
charge. He proposed the commissioners pass a resolution about exploring a second site.
Suzette Smith said the Solid Waste District pays rent for its use of the county buildings, etc.
Jonathan said he has not yet seen a BHO interlocal agreement. Becky Butler said Susie Parker also needs
help drafting an interlocal and a resolution.
Eric said the county could pursue a nuisance action regarding a Winlock property. The group discussed
adverse possession.

Jonathan said Ross Petersen would be the point person for EDC.
Ross said the escalation index of the CPI has been dismantled, so the county needs to make an
arrangement with Tacoma Power by the end of the year. Ross said Tacoma Power was supposed to work
on radio towers as part of its agreement. He said he will send out his analysis in advance of the
commissioners’ May 23 meeting. Ross said Tacoma Power operates four parks in Lewis County.
The group discussed the seismic renovations involving the dam’s “fins,” which could take 15 years or so.
Becky noted that Tacoma Power has indicated it will pay its second quarter payment early.
Becky said the county is looking to implement a per-parcel weed assessment. Jonathan said he would
look into it.
Archie Smith left at 3:05 p.m.
Jonathan discussed the possibility of a private nuisance action.
James Ciborowski said the county is going to end up with a cleanup bill for the property because the
individual staying on the property and renting out the trailers likely will simply walk away and leave the
trash and debris.
The group said any interested person could petition to become a personal representative for probate
purposes. The heir could evict the individual staying on the property.
David Fine suggested the neighboring landowners may want to pursue a private nuisance action.
Jonathan left at 3:19 p.m.
James said it appears waste from the RVs is not being collected and dumped elsewhere.
David Fine, Suzette Smith and Becky Butler left at 3:21 p.m.
Jonathan Meyer returned at 3:21 p.m.
The group further discussed the Ferrier Road property.
At 3:33 p.m., Commissioner Fund announced that the Board was going into Executive Session under
RCW 42.30.110(1)(i) for 10 minutes to discuss pending litigation.
Executive session ended at 3:43 p.m.
Commissioner Stamper made a motion to give Eric Eisenberg permission to make an offer of judgement
to Christopher Hupy for case 17-2-06558-34 in the amount of $1.
Commissioner Fund seconded.
Motion passed 2-0.
